KEWAUNEE NUCLEAR POWER PLANT - REVIEW REGARDING PROPOSED AMENDMENT REQUEST CONFORMING TECHNICAL SPECIFICATION CHANGES FOR USE OF WESTINGHOUSE VANTAGE+ FUEL, DATED JULY 26, 2002 (MB5718)

Dear Mr. Coutu:

By application dated July 26, 2002, the Nuclear Management Company, LLC (NMC), submitted a request for a proposed amendment to revise Kewaunee Nuclear Power Plant (KNPP)

Technical Specifications (TSs) for use of Westinghouse VANTAGE + fuel. NMC requested the Nuclear Regulatory Commission (NRC) staff to complete its review by February 28, 2003.

During the review of the subject proposed license amendment, the NRC staff determined additional information was necessary to complete its review. In accordance with NRC Nuclear Reactor Regulation Office Instruction 101, the draft requests for additional information (RAIs) were sent via e-mail to T. Maloney of NMC at KNPP on November 21 and 25, 2002. Typically, a conference call is held between the NRC staff and NMC staff within a couple of weeks of receipt of the draft RAIs. However, NMC staff stated that they needed additional time to talk to Westinghouse to discuss the questions and they would be able to discuss the RAIs with the NRC staff sometime during the week of January 13 - 17, 2003. Based on this, the NRC staff will not be able to complete its review by your requested date of February 28, 2003. The NRC staff completion date of its review of your submittal will depend upon your timeliness and acceptability of your RAI responses.
