KEWAUNEE NUCLEAR POWER PLANT - REVIEW OF SUBMITTALS SUPPORTING FUTURE MEASUREMENT UNCERTAINTY RECAPTURE POWER UPRATE (TAC NOS. MB4596, MB5717, AND MB5718)
Dear Mr. Warner:
Nuclear Management Company, LLC (NMC) has submitted three license amendment requests to support a future measurement uncertainty recapture power uprate at Kewaunee Nuclear Power Plant. The three submittals are: (1) Alternate Source Term (AST), (2) Core Operating Limits Report (COLR), and (3) Fuel Transition. The Nuclear Regulatory Commission (NRC) staff received the AST submittal on March 19, 2002, and NMC requested a completion date by December 15, 2002. This is a request to complete the AST review in 9 months. The NRC staff received the COLR submittal on July 26, 2002, and NMC requested a completion date by February 28, 2003. This is a request to complete the COLR review in 7 months. The NRC staff received the Fuel Transition submittal on July 26, 2002, and NMC requested a completion date by February 28, 2003. This is a request to complete the Fuel Transition review in 7 months.
The NRC performance goals for licensing actions is to complete 95 percent in less than one year and 100 percent in less than two years. The NRC staff finds your proposed target dates for completion of our review to be aggressive, but the NRC staff will endeavor to complete its review consistent with the proposed schedule.
The NRC faces significant challenges to balance its work load, available resources, and budget constraints, and achieve its performance goals. Accordingly, it is important that you plan your submittals to enable the NRC staff to perform its review in an efficient manner consistent with our performance goals and your schedule.
