APPLICATION FOR AMENDMENT OF FACILITY OPERATING LICENSE DPR-56 Philadelphia Electric Company, Licensee under Facility Operating License DPR-56 for Peach Bottom Atomic Power Station Unit No. 3, hereby requests that the Technical Specifications contained in Appendix A of the Operating License be amended by revising certain sections as indicated by a vertical bar in the margin of attached pages iv, 119, 133a, 133d, 133e, 142, 142a, 142e, and 241, by adding a new page 142j and by deleting pages 142b, c, and f.

The changes to the Technical Specifications are being requested to: (1) accommodate the fifth refueling of the Peach Bottom Unit 3 reactor, (2) identify the operating limits for all fuel types for cycle 6 operation, (3) permit continued operation of the Pressurized Test Assembly (PTA) after re-constitution, (4) permit operation with four new Lead Test Assemblies (LTAs), (5) incorporate MAPLHGR limits for the new LTAs and extended exposure MAPLHGR limits for the PTA, (6) permit operation with up to six hafnium (General Electric Hybrid 1) control rods and (7) modify bases to delete reference to specific shutdown margin (value) provided by Standby Liquid Control System to reduce need for future cycle-dependent revisions.

An analysis of the safety considerations involved in the reactor refueling and the cycle 6 operating limits for all fuel types is set forth in a document titled " Supplemental Reload Licensing Submittal for Peach Bottom Atomic Power Station Unit 3 Reload 5" (Y1003J01A54 ) December, 1982, which is filed herewith and incorporated herein by reference.

In addition, the changes requested herein would permit the continued operation of the Pressurized Test Assembly (PTA) which was initially inserted into the Peach Bottom 3 reactor during the Spring, 1977, Reload 1 refueling. This PTA will be inspected and re-configured during the Peach Bottom 3 Reload 5 refueling outage. A total of up to twenty irradiated fuel rodc will be removed and replaced with previously irradiated rods from

a Reload 2 fuel type 8DRB283 prior to bundle reinsertion for Cycle 6 operation. The purpose of continued PTA operation is to obtain fission gas measurements from the PTA in conjunction with the fuel extended exposure program. The estimated PTA bundle average exposure at the Spring, 1983, refueling outage is approximately 30 GWD/MT. An additional cycle of operation will extend the fuel bundle average exposure to approximately 35 GWD/MT with a peak pellet exposure approaching 46 GWD/MT. An analysis of the safety considerations involved in continuing the use of the PTA is set forth in Appendix C of document Y1003J01A54.

The changes requested herein would permit operation with four (4) Lead Test Assemblies (LTAs). Specifically, the LTA fuel type is P8DQB326. The proposed LTA program is intended to provide for irradiation and testing of improved fuel design features prior to their use on a production basis. An analysis of the safety considerations involved with che new LTA program is set forth in document Y1003J01A54 and in a previously submitted letter from S. L. Daltroff (Philadelphia Electric Company) to John F. Stolz (U.S. Nuclear Regulatory Commission), " Peach Bottom Unit 3 Lead Test Assemblies", December 20, 1982. The LTA thermal limits for operation have been determined using approved methods and are provided in document Y1003J01AS4.

in these MAPLHGR limits is set forth in a document titled " Loss of Coolant Accident Analysis for Peach Bottom Atomic Power Station Unit 3", Errata and Addenda Ntmber 5 to NEDO-24082, which is filed herewith and incorporated herein by reference.

The proposed changes permit operation with up to six Type II (surveillance version) General Electric Hybrid I Control Rod Assemblies (HICRs) . The HICR Type II test program is designed to provide pre-commercial test data for the new General Electric Type 1 (production version) HICR. An analysis of the safety considerations involved with the HICR Type II test program is set forth in a document titled " Safety Evaluation of the General Electric Hybrid 1 Control Rod Assembly" (NEDE-22290)

December, 1982, which is filed herewith and incorporated herein by reference.

The proposed change on page 119 (Bases) would delete specific reference to shutdown margin (SDM) provided by the Standby Liquid Control System (SBLCS). This is consistent with the requirements given in Section 3.3.2.1.3 of NEDE-240ll-P-A. A calculation of the SDM provided by the SBLCS is performed for each reload and documented as shown in Item 5 of Appendix A to NEDE-240ll-P-A. The SDM provided by the SBLCS is likely to change in succeeding cycles and this change is intended to eliminate the necessity of revising this section of the Technical Specifications for each reload. considerations associated with the SBLCS is provided in document Y10035J01A54.

i Since the proposed changes to the Technical Specifications do not involve a significant hazards consideration, pursuant to 10 CFR Section 170.22, Philadelphia Electric Company, for fee purposes, proposes that the Application for Amendment be considered a Class III Amendment.

The Plant Operation Review Committee and the Operation and Safety Review Committee have reviewed these proposed changes to the Technical Specifications, and have concluded that they do not involve an unreviewed safety question or a significant hazard consideration and will not endanger the health and safety of the public.
