'ECO Energy Company hereby submits Ucense Change Request 95-04, in accordance with 10 CFR 50.90, requesting changes to Appendix A of the Peach I Bottom Atomic Power Station Facility Operating Licenses. J The proposed change revises Note (1) for Tables 3.7.2 through 3.7.4 by i reducing the Local Leak Rate Test hold time duration from one hour to 20 I minutes. Attachment 1 to this letter describes the proposed change and Attachment 2 contains the revised Technical Specifications pages.

Facility Operating License Change Request 95-04 -

" Reduction in LLRT Hold Time" Supporting Information for Changes

PECO Energy Company (PECO Energy), Licensee under Facility Operating Licenses DPR-44 and DPR-56 for the Peach Bottom Atomic Power Station (PBAPS), Units 2 and 3 respectively, requests that the Technical Specifications (TS) contained in Appendix A to the Operating Licenses be amended. Handwritten proposed changes to page 188 are contained in Attachment 2.

The proposed change revises Note (1) for Tables 3.7.2 through 3.7.4 to reflect a reduction in the hold time duration for 10 CFR 50 Appendix J type "B" & "C" Local Leak Rate Tests (LLRT).

In order to support pre-outage testing, PECO Energy requests that the changes be approved and implemented by June 15,1995.

Descriotion of Chanaes Licensee proposes the following change:

TS Page 188, " Notes for Tables 3.7.2 Through 3.7.4" Revice Note (1) to read, " Minimum test hold time duration for all valves and penetrations listed is 20 minutes after stabilization."

Discussion of Chanaes The proposed change revises the rninimum LLRT hold time from one hour to 20 minutes after leakage stabilization has been achieved.

Safety Discussion The proposed change revises the TS LLRT hold time duration for 10 CFR 50 Appendix J type "B" and "C" tests from one hour to 20 minutes. Based on a review of previous PBAPS LLRT data, it was concluded that no significant changes in leaksDe rates occur during the one hour hold time after leakage stabilization is achieved. Therefore, decreasing the hold time from one hour to 20 minutes does not adversely affect the results of the LLRT. This proposed change does not affect the time needed to achieve leakage stabilization only the hold time once stabi'ization has been achieved.

The r3 duction in LLRT test hold time does not make any physical changes to any valve, nor does it change the method by which L, is calculated. The proposed change has no impact on plant safety. Conversely, decreasing the LLRT hold time duration will accrease the occupational dose received by the individuals performing the test thereby increasing personnel safety.

The PBAPS Improved Technical Specifications, submitted to the NRC on September -

29,1994 do not specify a minimum LLRT hold time.

No SiQnificant Hazards Consideration

Licensee proposes that this application does not involve significant hazards consideration for the following reasons:

i)

The oronosed chanos does not involve a sionificant increase in the orobability or conmarunuv== of an arv4 dam orevinnsiv evahudad.

The proposed change does not serve as an initiator or contributor to any accidents previously evaluated. It does not decrease the effectiveness of equipment relied upon to mitigate previously evaluated accidents. The change does not involve any physical changes to any plant systems, structures, or components.

Therefore, the proposed change does not involve a significant increase in the probability or consequence of an accident previously evaluated.

ii) The oronosed chanos does not create the nossibility of a new or d;% rent kind of accident from any oreviousiv evaluated.

The proposed change does not serve as an initiator or contributor to any of the accidents previously evaluated. The proposed change does not introduce any new modes of plant op6&dca implementation of the proposed changes will not affect the design function or configuration of any component or introduce any _new operating scenarios or failure modes or accident initiation. It does not impair or prevent safety systems from performing their safety function.

i lherefore, the proposed change does not create the possibility of a new or different kind of accident from any previously evaluated.  !

The proposed change does not serve as an initiator or contributor to any  ;

accidents evaluated in the SAR. It has no impact on any safety analysis  ;

assumptions. ' Changing the LLRT duration hold time from one hour to 20 i minutes does not impact equipment reliability. The changa does, not adversely i affect the assumptions or sequence of events used in any accident analysis.

Therefore, the proposed change does not involve a significant reduction in a margin of safety. l 1

Environmentalimoact Assessment An envirdnmental impact assessment is not required for the change proposed by this application because the change conforms to the criteria for " actions eligible for categorical exclusion" as speedied in 10 CFR 50.22(c)(9). l The proposed change revises the LLRT test hold time from one hour to 20 minutes after leakage stabilization. This application involves no significant change in the types or significant increase in the amounts of any effluent that may be released off-site, and there will be no significant increase in individual or cumulative occupational radiat!; e exposure.

Conclusion The Plant Operations Review Committee and the Nuclear Review Board have reviewed this proposed change and have concluded that it does not involve an unreviewed safety question and that it is not a threat to the health and safety of the public.
