Dear Sir:

In the above Referenced letter, PECO Energy Company (PECO Energy) l submitted, in accordance with 10 CFR 50.90, License Change Application ECR 94-03620 requesting a change to the Peach Bottom Atomic Power Station (PBAPS), Unit 3 Facility Operating License. This proposed change revises Technical Specifications (TS) Section 2.0, "dafety Limits." This Section ^is being revised to incorporate revised Safety Limit Minimum Critical Power Ratios (SLMCPRs) due to the use of the GE13 fuel product line snd the cycle specific analysis performed by General Electric Nuclear Energy (GENE) for PBAPS, Unit 3 Cycle 12.

PECO Energy hereby requests that our original submittal be revised such that the submitted page 2.01 be deleted and replaced with the attached page 2.0-1 and that page 5.0-21 be added for PBAPS, Unit 3.

As a result of discussions between PECO Energy and the U. S. Nuclear ((j Regulatory Commission on September 23,1997, page 2.0-1 is being revised to add a note that the MCPR values in TS 2.1.1.2 are applicable only for Cycle 12 operation and page 5.0-21 is being revised to add a note to documents used for supporting the Cycle 12 MCPR values.

As discussed in the Referenced letter, the calculation of the cycle specific, two-loop and single-loop operation SLMCPR values for PBAPS, Unit 3, Cycle 12, are

Supplement, NEDE 24011 P A 13 US, August,1996, and the " Proposed Amendment 25 to GE Licensing Topical Report NEDE 24011 P A (GESTAR ll) on Cycle Specific Safoty Limit MCPR." Proposed Amendment 25 was submitted by GENE to the U. S. Nuclear Regulatory Commission (USNRC) on December 13,1996. Due to the use of the proposed Amendment 25, the footnote is being added on page 2.01 to ensure that the MCPR value is reconfirmed for the cycle subsequent to PBAPS, Unit 3, Cycle 12.

Additionally, TS 5.6.5.b provides the analytical methods used to determine the core operating limits. TS 5.6.5.b.1 references the latest approved General Electric Standard Application for Reactor Fuel Identified in the Core Operating Limits Report. Due to the use of the proposed Amendment 25, and the use of a proposed R factor calculation methodology ("R Factor Calculation Method for GE11 GE12, and GE13 Fuel," NEDC 32505P, November 1995), which has not yet been approved for generic use by the USNRC, a footnote is being added on page 5.0 21 to TS 5.6.5.b.1 which states that for Cycle 12, specific documents were approved in the USNRC Safety Evaluation that support the License Amendment to revise the MCPRs.

We have determined that this proposed revision does not alter the Conclusions, the Information Supporting a Finding of No Significant Hazards Consideration or the Information Supporting an EnvironmentalImpact Assessment of Referenced LCA 96-03620 Attachment 1.
