Dear Sir:
In Reference (1), PECO Energy Company submitted Technical Specifications Change Request (TSCR) ;
No. 93-16, requesting changes to Appendixes A arxf B of the FacHity Operating Licenses for Peach :
Bottom Atomic Power Station (PBAPS), Units 2 and 3. This TSCR proposed an overall conversion of the
. current PBAPS Technical Specifications (TS) to the improved Technical Specifications (ITS), as contained in NUREG-1433, " Standard Technical Specifications General Electric Plants, BWR/4."
Revision D to TSCR No. 93-16 is the result of resolution of USNRC review comments, ITS implementation intamal reviews, and License Amendments issued after September 29,1994. Page insert and removal instructions have also been provided to faclitate updating TSCR No. 93-16 for Revision D. .

, e , I TSCR 93-16 REVISION D Technical Specifications Change Request (TSCR) 93-16 was submitted to the NRC on September 29, 1994. This TSCR proposed the overall conversion of the current Peach Bottom Atomic Power Station (PBAPS) Technical Specifications to the Improved Technical Specifications, as contained in NUREG-1433, " Standard Technical Specifications, General Electric Plants, BWR/4."
Revision D to TSCR 93-16 is the result of resolution of USNRC review comments, ITS implementation internal reviews, and License Amendments issued after September 29, 1994. Replacement pages have been provided for each of the pages affected by the changes of Revision D. Page insert and removal instructions have also been provide to facilitate updating TSCR 93-16 for Revision D.
DISCUSSION / JUSTIFICATION:
The following ano attached discussions / justifications are provided for the attached Revision D changes.
- 1. Specification 3.3.6.1, Primary Containment Isolation Instrumentation, SR 3.3.6.1.4, pages 3.3-51 and B3.3-166 PBAPS Technical Specifications Change Request 93-13 was submitted to reflect the "pgrade of the Main Stack and Vent Stack Radiation Monitors. As a result of the upgrade to the Main Stack Radiation Monitor, the Channel Calibration Surveillance Frequency for Function 2.c (Primary Containment Isolation - Main Stack Monitor Radiation - High) of Table 3.3.6.1-1 has been revised from "12 months" to "18 months."
The revised Channel Calibration Frequency was approved in Amendment Nos. 204 and 207 for PBAPS Units 2 and 3, respectively. Corresponding changes have also been made to the Bases for Specification 3.3.6.1.
- 2. Specification 5.2.2.f, Senior Manager-Operations SRO License Requirement, page 5.0-4 The proposed change will revise the requirement for the Senior Manager-Operations to hold a Senior Reactor Operator (SRO) license. The change will require the Senior Manager-Operations or an Operations Manager to hold an SRO license.
The current PBAPS Operations organization management structure is comprised of the Senior Manager-Operations and two Operations Managers. In order to comply with the requirements specified in proposed Specification 5.2.2.f, one of these individuals will be required to hold an SRO license. Therefore, in the event the Senior Manager- j 1
