SUMMARY

OF JANUARY 27,2010, MEETING WITH PACIFIC GAS AND ELECTRIC COMPANY REGARDING GENERIC LETTER 2004-01 (TAC NOS.

MC4682 AND MC4683)

On January 27,2010, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the Pacific Gas and Electric Company (PG&E, the licensee) via teleconference at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The meeting agenda was provided in the meeting notice (Agencywide Documents Access and Management System (ADAMS) Accession No. ML100050131). A list of participants is enclosed.

The licensee and the NRC staff discussed the licensee's draft responses, submitted bye-mail dated January 21,2010 (ADAMS Accession No. ML100320685), to the NRC staff's request for additional information (RAI) dated October 15,2009 (ADAMS Accession No. ML092310763), on NRC Generic Letter 2004-02, "Potential Impact of Debris Blockage on Emergency Recirculation During Design Basis Accidents at Pressurized-Water Reactors." Based on the call, the NRC staff has concluded the following:

• RA12. The licensee had not responded to this RAI, which relates to references to certain reports that credit reductions in the zone of influence (lOI, volume around a hypothetical break within which insulation would be impacted). The licensee stated that it will wait until the results of the Pressurized Water Reactor Owners Group (PWROG) retesting efforts on this subject are clear, and then will decide on path forward to addressing this RAI. The NRC staff stated that it expects resolution on the PWROG testing in February 2010 and that the staff will correspond with licensees regarding its conclusions on the lOI reports. Both parties agreed to a follow-up call in early April 2010, during which the licensee will provide its path forward. The NRC staff indicated that the licensee may be able to address the issues in this RAI without reliance on the results of the lOI reports and possibly without doing new testing.

• RAI 5. The licensee agreed to revise its draft response to state that no directed streams will impact the subject materials.

• RAls 7 and 12. The NRC staff found the licensee's draft responses to these RAls to be acceptable.

• RAI 24. The licensee agreed to revise its draft response to this item by January 28, 2010, and to provide it to the NRC staff for review.

-2 As noted above, the NRC staff and PG&E agreed that another call would be needed before PG&E completes the responses to the RAls. PG&E agreed to schedule a call in early April 2010. Members of the public were in attendance.
