SUMMARY
OF MAY 14, 2014, CONFERENCE CALL PUBLIC MEETING WITH ARIZONA PUBLIC SERVICE COMPANY REGARDING THE FLOODING HAZARD REEVALUATION EXTENSION REQUEST (TAC NOS. MF3634, MF3635, AND MF3636)
On May 14, 2014, a conference call public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of Arizona Public Service Company (APS, the licensee), at NRC Headquarters in Rockville, Maryland. The meeting notice and agenda dated April 30, 2014, are located in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML14120A331.
On March 12, 2012, the NRC issued a request for information letter per Title 10 of the Code of Federal Regulations, Subpart 50.54(f) (50.54(f) letter) (ADAMS Accession No. ML12053A340).
The 50.54(f) letter was issued to power reactor licensees and holders of construction permits requesting addressees to provide further information to support the NRC staff's evaluation of regulatory actions to be taken in response to lessons learned from Japan's March 11, 2011, Great Tohoku Earthquake and subsequent tsunami. Enclosure 2 of the 50.54(f) letter requested licensees to perform a flood hazard reevaluation and provide the NRC with a final report documenting the results. By letter dated March 10, 2014, as supplemented April 24, 2014 (ADAMS Accession Nos. ML14076A074 and ML14118A364, respectively), APS requested a 9-month extension to submit its flooding hazard reevaluation report for Palo Verde Nuclear Generating Station, Unit Nos. 1, 2 and 3 (PVNGS). The purpose of the meeting was to discuss the licensee's extension request.

Meeting Summary The licensee provided an overview of the progress it has made thus far in its flooding reevaluation. Specifically, the licensee explained that the original Local Intense Precipitation (LIP) analysis was completed using contractors and, while the analysis produced conservative results, these results resulted in much higher water levels onsite than the licensee expected, particularly with regards to local pending. When the licensee investigated further, it discovered that the model that was used to analyze this local pending needed further verification and validation for this flood hazard mechanism, prior to the licensee certifying that the results were accurate. Therefore, the licensee intends to perform further LIP analysis utilizing either a corrected version of this model (which meets the licensee's verification and validation requirements) or utilizing a new model that more accurately reflects the specific features of PVNGS and models local pending in an acceptable manner. APS explained that its revised LIP
analysis would require coordination not only with APS contractors, but also with other State and county agencies, and could require additional scientific research with regards to the expected reaction of the landscape around PVNGS to the LIP event. In addition, the licensee stated that it intends to perform a detailed, room-by-room consequence evaluation of all buildings that are impacted by any rise in flood levels due to local pending, and that this analysis could be very complicated. Once completed, the licensee stated that it would use this evaluation to either ensure that these facilities meet their current design basis, or enter into an integrated assessment.
The licensee also explained that while it is reanalyzing the results from the LIP analysis, it performed an additional analysis of the flood levels calculated in the original analysis, and determined that all safety-related equipment is adequately protected and meets its original licensing basis. The licensee also stated that its original licensing basis does account for some level of water intrusion.
The NRC staff understood the basis for the licensee's extension request and its explanation of the technical requirements that still needed to be performed to complete the LIP analysis. In order to further aid its evaluation of the extension request, the NRC staff requested that the licensee submit a letter which includes the following:
- 1. Clarifying information on the analyses which the licensee has completed to date, as well as the impacts of these results on the facility and any additional evaluations that the licensee intends to perform (e.g., the revised LIP evaluation and room-by-room consequence evaluation).
- 2. A discussion regarding any interim actions or analyses that the licensee has completed, to ensure that safety-related components meet the licensee's design bases, and are adequately protected.
During the meeting, the licensee agreed to submit the above information. The licensee subsequently informed the NRC staff that it intends to submit the information by May 30, 2014.
