Report Date: December 23, 1901 Occurrence Date: December 4, 1981 Identificillon of Occurrence:

Emergency Diesel Generator "B" was declared inoperable due to a grounded coatrol circuit w:iile performing Surveillance Procedure SP-354. This event is contrary to having two (2) separate and independent diesel generators operable, Tech-nical Specification 3.8.1.1.

Conditi6ns Prsor to Occurrence:

Mode 4 hot shutdown (0%).

Description of.0ccurrence:

At 0000, during performance of Surveillance Procedure SP-354,

.- it was discovered that Emergency Diesel Generator "B" had a

grounded control circuit. Emergency Diesel Generator "A" was fast started and maintenance was initiated on Emergency Diesel Generator "B". The grounded circuit was located and repaired. Operability was restored at 0700 on December 4, 1981.

Designatiun of Apparent Cause:

The cause of this event is attributed to electrical conduit separation which rubbed the insulation off of the control circuit wiring.

Analysis of Occurrence:

There was no effect upon the health or safety of the general public.

Corrective Action:

The rubbed area was insulated, and Emergency Diesel Generator "B" was tested satisfactorily. Work Request #29652 was written to replace affected control circuit wiring and electrical con-duit by January 30, 1982. EDG"A" was inspected and no prob-lems were found.

Failure Data-This was the first occurrence of this type, and this is the twenty-fifth event reported under this Specification.
