SUMMARY

OF JUNE 29, 2007, CATEGORY 1 WORKING-LEVEL MEETING WITH PPL TO DISCUSS STEAM DRYER ANALYSIS, LICENSING, DESIGN APPROACH, AND POWER ASCENSION TEST PLANS On June 29, 2007, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of PPL and its vendor, General Electric-Hitachi, at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss PPLs steam dryer finite element analysis, licensing, design approach, and power ascension test plans. Certain portions of the meeting were closed to the public as some of the presentation material and discussion were determined to be proprietary in nature.

PPL provided an overview of the SSES 1 and 2 replacement steam dryer licensing, design, instrumentation, and test plans for the proposed constant pressure power uprate (CPPU).

PPLs conclusion is summarized as follows:

(1) the steam dryer licensing basis is conservative and meets the American Society of Mechanical Engineers (ASME) fatigue limit of 13,600 pounds per square inch; (2) the fabricated replacement steam dryer will have reduced stress intensities and increased margins to the ASME fatigue limit; (3) the revised finite element model provides results less than the ASME limit; (4) the replacement steam dryer is designed and fabricated in accordance with Title 10 of the Code of Federal Regulations, Part 50, Appendix B using improved design and fabrication techniques; (5) the Unit 1 steam dryer will be instrumented for 107% current licensed thermal power (CLTP), will demonstrate structural adequacy of the new steam dryer design, and will validate dryer analysis tools; (6) the power ascension test program will be slow and deliberate, consists of an acceptance criteria based on the 13,600 fatigue limit, will confirm no acoustic resonances at 114%

CLTP, will allow validation of analysis and dryer design prior to full CPPU operation, and will confirm acceptability of the dryer up to full CPPU conditions.

PPL Susquehanna, LLC PPL also discussed its corrective actions related to a modeling input error in the finite element analysis, as well as its approach in responding to NRC staffs request for supplemental information (Agency Documents Access and Management System (ADAMS) Accession No. ML071920490).

There were no members of the public in attendance, and no public meeting feedback forms were received.
