Dear Sir:

In Reference 1, the Authority proposed changes to the James A. FitzPatrick Technical Specifications to replace the cycle-specific core operating limits in the Technical Specifications with references to a Core Operating Umits Report (COLR).

These changes were proposed in accordance with the guidance contained in the NRC Generic Letter 8816 (Reference 2).

In Reference 3, the Authority revised the initial application to conform to the NRC staff's interpretation of the Generic Letter, in this letter the Authority committed to submit the Reload 9/ Cycle 10 COLR to the NRC prior to startup from the Reload I: 9/ Cycle 10 refueling outage. Attachment I is the Reload 9/ Cycle 10 COLR.
