4 ENCLOSURE 1 SEQUOYAH NUCLEAR PLANT

SUMMARY

OF ABGTS TEST The interim Auxiliary Building Secondary Containment Enclosure (ABSCE)

System is being used for isolation of the unit 1 Auxiliary Building for Sequoyah Nuclear Plant. The ABSCE System supplies the following pump rooms: Residual Heat Removal Pumps lA-A and 13-3, Containment Spray Pumps lA-A and 1B-3, Centrifugal Charging Pumps lA-A and 1B-B, and Safety Inj ection Pu=ps lA-A and IB-B. The interim ABSCE will be re=oved from service when the secondary containment for unit 2 is established and tested.

The requirements of surveillance instruction SI-149 are:

1. To verify that the Auxiliary Building filter train starts on a high radiation signal from the fuel pool radiation monitoring system and the Auxiliary Building ventilation monitoring system 2 To verify that the system maintains the spent fuel storage area and ECCS pump rooms at a pressure equal to or more negative than minus 0.25 inches of water gauge relative to the outside atmosphere during a vacuum relief flow greater than 2000 cfm and a total system flow of 9000 cfm +10:
3. To verify that the filter train will pull 0.25 inches of water vacuum in the Auxiliary Building within 9.5 minutes while maintaining the same vacuum relief flow and system flow mentioned above During the performance of Surveillance Instruction SI-149 on June 10, 1980, it was discovered that all of the test requirements could not be met alth the system configuration at that time. The problem was the inability of the system to maintain the ECCS pump rooms at a pressure equal to or more l negative than minus 0.25 inches of water relative to the outside at=o' sphere l during system operation. All other test requirements were met satisfactorily

! (see data package, Enclosure 3).

Because of ths failure of the ABSCE system to maintain the required i vacuum in the ECCS purp rooms, the system was modified such that instead l of one duct for all pump rooms with only a ventilation window for each l room there is now an individual ventilation duct running to each pump

! room from the Auxiliary Building Gas Treatment System (ABGTS) inlet.

Also, a thorough inspection of all door seals and hatchways was performed, and any problems that were discovered were corrected. In conjunction with the door seals inspection, a preventative maintenance program on the door

The Surveillance Instruction SI-149 was perfor=ed again on July 14, 1980.

During this perfor=ance all of the test require =ents were =et. The test results were reviewed and approved as meeting all necessary acceptance criteria.

The results obtained are contained in the data package for SI-149.

W Page 1 of 5 Rev. 5 1.0 SCCPE 1.1 Description The Auxiliary building gas treatment system (ABGTS) will be started auto-matically frem a high radiation signal from both the spent fuel pit (STP) area radiation monitors and the total gas radiation cenitor en the Auxi-liary building exhaust vent. The high radiation signal will be pr:duced frca the readout =edule in the main control recs. .

In conjunction with the autecatic starts this test will verify the ability of each auxiliary building gas treatment system to mai.-tain the required negative pressure in the Auxiliary Building.

1.2 Obj ectives 1.2.1 Verify that the Auxiliary building filter train starts en a

] high radiation signal frem the fuel pool radistica =enit: ring d system and the Auxiliar/ building ventilation monitoring system (portions of Tech. Spec. 4.7.3.1.d.2 and 4.9.12.d.2).

1.2.2 Verify that the system =aintains the spent fuel storage area and ECCS pu=p reces at a minimum of .25 inch of water negative pres-sure relative to the outside atmosphere during system cperation

3.0 PREREQUISITES 3.1 Receive permission frcm the Shif t Engineer to perform this test.

3.2 The Auxiliary Building heating, ventilation and air conditioning system shall be aligned per SOI-30.5.

3.3 The Auxiliary Building gas treatment system shall be aligned per SOI-30.6.

4.0 PPECAUTICNS 4.1 In order for the auxiliary building gas treatment train to pull 0.25" V.G.

negative pressure relative to the outside atmosphere, the doors (air locks) between the following spaces must be closed.

4.1.1 Containment building and Auxiliary building 4.1.2 Control building and Auxiliary bui' ding 4.1.3 Cutside and Auxiliary Building 4.2 Ensure that the system is aligned per SOI-30.5 and SOI-30.6 4.3 Check the operation of FCO-30-148 and/or FCO-30-149 if the Auxiliary j; building is not 2 0.25" W.G. negative pressure and verify that the wind g speed is n 5 mph.

5.1.6 Stop fan B-B of the ABGTS and place its control switch to P-Auto. HS-30-157A (Panel 1-M-9).

5.1.7 Verify the proper operation of the auxiliary building system on data sheet 1. .

5.1.8 Record the pressure of the spent fuel pit area (PDIS-30-148 and PDIS-30-149) on data sheet 1.

NOTE: Acceptance criteria 5 .25" WG 5.1.9 Place the function switches for RM-90-102 and RM-90-103 to the operate position and reset the alann by depressing the trip reset buttons. Readjust " Trip Ref" per SI-83.

5.1.10 Realign the ABGTS for standby status per SOI-30-6.

5.1.11 Realign the Auxiliary building HVAC per SOI-30.5.

5.2 Auxiliary Building Ventilation Monitoring System .

$ 5.2.1 Place the function switch for RM-90-101B (Panel M-10) to the 3 " trip adj" position.

5.2.2 Increase the output signal, as indicated by RI-90-101B by adjusting the " trip ref" adjustment per SI-83 until a high l radiation trip is obtained.

S 5.2.3 Verify on data sheet 2 that both ABGTS trains started (1-M-9).

@ Check that the suction and discharge dampers FCO-30-146A, FCO l 1468. FCO-30-157A and FCO-30-157B are open.

5.2.4 Stop fan A-A of the ABGTS and place its control switch in P-Auto. HS-30-146 (1-M-9).

. 5.2.5 Record the pressures of the spent fuel pit area (PDIS-30-143 and PDIS-30-149) on data sheet 2.

NOTE: Acceptance Criteria 5 .25" WG

5. 2. 6 Place 'the function switch for RM-90-101B to the operate position g' and reset the alarm by depressing the trip reset buttons.

5.3.4 Stop all Fuel Handling Exhaust Fans.

5.3.5 Allow the pressure on the spent fuel floor to go to O psid.

Record the pressure on data sheet 3.

5.3.6 Initiate Auxiliary building isolation using HS-30-101A and HS-30-1013 and start stop watch.

5.3.7 Stcp stopwatch when the differential pressure between spent

. fuel area and outside is 0.25" WG vac. Record time on data sheet 3.

ACCEPTANCE CRITERIA: Time 5 9.5 min. to establish 0.25" vac.

I 5.3.8 Measure flowrate of A-A ABGTS using TI-50.

ACCEPTANCE CRITERIA: 9000 cfm + 900 cfm 5.3.9 Measure the flower.te in the vacuum relief duct for ABGTS A-A using TI-50.

ACCEPTANCE CRITERIA:. Vacuum relief duct flowrate i: 2000 cfm.

3.4.9.1 Measure the differential pressure in the ECCS pu:cp rooms below by connecting a manometer between the ECCS pump room and auxiliary building.
