Clinton Power Station Response to Bulletin 88-08 Suoolement 3

Dear Sir:

Illinois Power Company (IP) letter U-601492 dated August 17, 1989, provided a response to the NRC regarding NRC Bulletin 88-08 Supplement 3, " Thermal Stressus in Piping Connected to Reactor Coolant Systems". In our response, it was stated that several systems could be subject to thermal stratification and that a detailed review was being performed to identify other possible cases where thermal stratification could occur. This detailed review was to be completed and results, along with a proposed schedule for implementing any required actions, submitted to the NRC by February 17, 1990.

This submittal has not been made as committed. The purpose of this letter is to explain why the commitment was not met and to establish a new submittal date.

When the August 18, 1989 response to the Bulletin was prepared, the associated work plan called for the detailed analytical review to be completed by IP's architect engineer in early February 1990. Any field work required as a result rm' of the review, such as non-destructive examination of reactor vessel nozzles, was to be performed during the second refueling outage (RF-2) which was scheduled to start in late

$$,E rescheduled to September 1990. As a result of the refueling QR outage being rescheduled, the analytical work to be performed c4 was postponed to a later date to allow the architect engineer to work on current operating issues. IP engineering

[M management personnel controlling the architect engineer's work m3 schedule for Clinton did not consider the February 17, 1990 R@ submittal commitment date when rescheduling the work. The O failure to consider the submittal date commitment was

$m primarily due to the fact that this commitment date was not REh entered into the Centralized Commitment Tracking System at Clinton Power Station which is used to track such commitments.

scheduled to be. completed by June 25, 1990.. At that time IP i will notify-the NRC of the results of the detailed analytical review. This schedule still allows for appropriate examination or instrumentation installation activities toibe implemented'during the next refueling outage. ,
