DISCHARGE OF DIESEL FUEL PUBLIC SERVICE ELECTRIC AND GAS COMPANY (PSE&G) ARTIFICIAL ISLAND CASE #92-07-15-0829-58 30-DAY CONFIRMATION REPORT As per the requirements of NJAC 7:1E-5.8, PSE&G has prepared a report (attached) confirming the discharge to the ground of 20 gallons of diesel fuel on the access road between Salem and Hope Creek Generating Stations on July 15, 1992. The discharge occurred entirely within PSE&G property, and no injuries resulted.

Since there is no "Reportable Quantity" (RQ) for diesel fuel under 40 CFR 302.4, no notification of the release was reported to any other agency other than the New Jersey Department of Environmental Protection and Energy (NJDEPE) and the Nuclear Regulatory Commission (NRC), as required under 10 CFR 50.72, Significant Events.

PSE&G, in making this notification, believes that it acted in accordance with the intent of NJAC 7:1E, Subchapter 5, which requires all major facilities to notify NJDEPE of discharges of petroleum and other potentially hazardous substances.

DISCHARGE CONFIRMATION REPORT - SUPPLEMENTAL INFORMATION RELATED TO THE DISCHARGE OF DIESEL FUEL AT ARTIFICIAL ISLAND CASE #92-07-15-0829-58 MEAsURES TAKEN TO CONTAIN, CLEANUP AND REMOVE THE DISCHARGE:

Immediate response by PSE&G Site Services personnel contained the area of contamination to approximately 100 square feet. Site Services personnel excavated the soil around the discharge (approximately 81 cubic feet) and placed it into drums for disposal. The drums shall be disposed of by PSE&G as non-hazardous Type 27 Industrial Waste at the Salem County landfill. The estimated cost for cleanup and disposal of the contaminated material is $1,050.

CORRECTIVE MEASURES:

.Subsequent investigation identified a broken fuel line as the cause of the spill. The fuel line has been repaired. PSE&G is currently investigating the incident to determine the cause of the break in order to prevent recurrence.
