/'N 30-DAY CONFIRMATION REPORT
(.) As per the requirements of NJAC 7:1E-5.8, PSE&G has prepared a report (attached) confirming the discharge to the ground of 10 gallons of hydraulic oil on the access road west of the cooling tower at Hope Creek Generating Station on June 8, 1992. The discharge occurred entirely within PSE&G property, and no -
injuries resulted.
Since there is no " Reportable Quantity" (RQ) for hydraulic oil under 40 CFR 302.4, no notification of the release was reported to any other agency other than the New Jersey Department of Environmental Protection and Energy (NJDEPE) and the Nuclear Regulatory Commission (NRC), as required under 10 CFR 50.72, Significant Events.
PSE&G, in making this notification, believes that it acted in accordance with the intent of NJAC 7:1E, Subchapter 5, which reqitires all major facilities to notify NJDEPE of discharges of petroleum and other potentially hazardous substances. As a result of this discharge, PSE&G has conducted a follow-up investigation of the incident and has implemented steps to prevent recurrence of this event.

Bechtel personnel promptly exca-ated the soil around the dischargo (approximately 29.6 cubic feet) and placed it into drums for disposal . This was completed by 1600 on June 8. The drums shall be disposed of by PSE&G as hazardous waste at a licensed disposal facility within 90 days of generation in accordance with H.J.A.C. 7:26-9.3. The estimated cost for eteanup and disposal of the contaminated material is $2780. CORRECTIVE MEASURES: , Subsequent investigation identified broken hydraulic lines to the rear outrigger cylinders of the crar.e as the cause of the spill. The hydraulic lines have been replaced.
