No. 11. HEPA Exhaust Filter Air Flow less than allowed by Technical Specification.

CONDITIONS PRIOR TO OCCURRENCE:

Unit in Mode 1 DESCRIPTION OF OCCURRENCE:

At 1230 hours0.0142 days <br />0.342 hours <br />0.00203 weeks <br />4.68015e-4 months <br />, during testing on the Auxiliary Building Exhaust system, it was found that the air flow through NG. 11 HEPA filter was 14,877 cfm.

Technical Specifications require 21,400 cfm + 10%. Action Statement (a) for LCO 3.7.7.1 was implemented.

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

Low air flow was caused by hi differential pressure across the 11 filter train roughing filters. No. 13 damper was also slightly out of adjustment.

ANALYSIS OF OCCURRENCE:

Technical Specification 3.7.7.1 allows 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> to restore an inoperable HEPA filter train. No. 11 HEPA train was returned to service within the allowed time. At no time was there any danger to the general public or site personnel.

CORRECTIVE ACTION:

All roughing filters in the No. 11 filter train were replaced. No. 13 damper was adjusted. Air flow was then measured and found to be within the Tech Spec value. The.Action Statement was* terminated at 0030 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br /> on.4/26/77.
