HOPE CREEK GENERATING STATION AND SALEM NUCLEAR GENERATING STATION, UNITS 1 AND 2 - PLANT MODIFICATION AND ANNUAL PROBLEM IDENTIFICATION AND RESOLUTION INSPECTION REPORT 05000354/2024011, 05000272/2024011, AND 05000311/2024011

On February 29, 2024, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at Hope Creek Generating Station and Salem Nuclear Generating Station, Units 1 and 2. These inspections reviewed evaluations completed by your staff regarding your Hope Creek and Salem Generating Stations and the potential impacts of operating a Wind Port Manufacturing Facility in the area designated as Parcel A. On February 29, 2024, the NRC inspectors discussed the results of this inspection with Melissa Driscoll, Senior Director, Engineering Services, and other members of your staff. The results of this inspection are documented in the enclosed report.

No findings or violations of more than minor significance were identified during this inspection.

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting inspections to review evaluations of the Hope Creek and Salem Generating Stations and potential safety hazards resulting from operation of a Wind Port Manufacturing Facility (WPMF) in Parcel A adjacent to the plant site. The licensee (PSEG)utilized their design change and plant modification processes to assess and document the safety of the Hope Creek and Salem Generating Stations considering potential hazards related to the WPMF. This report documents NRC inspections completed using Reactor Oversight Process baseline inspection procedures for plant modifications and problem identification and resolution performance. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. INSPECTION SCOPES

Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

REACTOR SAFETY

71111.18 - Plant Modifications

A Wind Port Manufacturing Facility is planned for operation in Parcel A which is adjacent to the Hope Creek and Salem Generating Stations. Previously, inspectors reviewed PSEG staff's evaluation of the construction phase of the WPMF. These inspections are documented in NRC inspection reports 05000354/2021013, 05000272/2021013, 05000311/2021013 (ADAMS Accession No. ML22069A078), 05000354/2022002 (ML22221A177), and 05000272/2022002,

The inspectors noted that operation of the WPMF in Parcel A involves port use and marshaling facilities which introduces potential hazards to the plants. The inspectors reviewed design change package (DCP) 80132147, with supporting 10 CFR 50.59 screens (Hope Creek screen H2023-107 and Salem screen S2023-113) and vendor technical document (VTD) 433600s1, Impact of Siting the Proposed Offshore Wind Port Facility Northwest of the HCGS ISFSI Pad on the PSEG Nuclear Island Hazards Analyses. The inspectors noted PSEG staff's conclusion that these hazards were similar to and bounded by those previously analyzed for Hope Creek and Salem Generating Stations.

The inspectors reviewed these evaluations to verify the safety functions of important to safety systems at Hope Creek and Salem Generating Stations would not be degraded by operation of the WPMF in Parcel A and to verify conformance is maintained to the plant design and licensing bases. The inspectors focused on whether licensee evaluations demonstrated conformance to relevant design criteria involving equipment protection from hazards, structures capability to perform as intended considering hazards, and control room ventilation system analyses remaining bounding considering potential hazards. The inspectors conducted interviews, and reviewed analyses, supporting calculations, the Hope Creek and Salem updated final safety analysis reports (UFSAR), and plant drawings. The inspectors also performed a walkdown of the WPMF in Parcel A and the Hope Creek service water intake structure.

The inspectors reviewed hazard analyses for the potential chemical releases, fires, explosions, heavy load drop, and tornado missile generation (port related debris) initiating from WPMF activities and the effect to Hope Creek and Salem Generating Stations. The inspectors reviewed these analyses to determine whether PSEG staff methodically and systematically identified potential hazards and evaluated whether the hazards were addressed and bounded by the Hope Creek and Salem current licensing and design bases.

Also, the inspectors reviewed PSEG staff's analyses of waterborne hazards associated with river traffic near the Hope Creek service water intake structure during operation of the WPMF in Parcel A. The Hope Creek service water intake structure is closer to the WPMF shipping channel and limiting in this regard. The inspectors found the waterborne hazards included potential vessel collision, blockage, or oil fire that could degrade the Hope Creek service water intake structure. The inspectors noted the analyses considered the hazards and utilized the methods in the report Analysis of Waterborne Traffic on the Safety of the Control Room and Water Intakes at Hope Creek Generating Station which was submitted to the NRC in 1974 and updated in 1983 (ADAMS Accession No. ML22111A260 and ML20098E693, respectively) as part of the Hope Creek Generating Station licensing basis.

The inspectors reviewed PSEG staffs applicability and screening documents to verify the potential effects on Hope Creek or Salem Generating Stations from WPMF operation in Parcel A were evaluated in accordance with their procedures associated with 10 CFR 50.59, Changes, Tests, and Experiments." The inspectors found that PSEG staff concluded that operation of the WPMF in Parcel A does not involve a change to a Hope Creek or Salem structure, system, or component that adversely affects their corresponding design functions described in the plants UFSARs, nor does it involve a change to a plant procedure that adversely affects how these design functions are performed or controlled. Furthermore, operation of the WPMF in Parcel A does not involve a change in methodology, a test or experiment, or require a change to the Hope Creek and Salem Technical Specifications. Based on concluding there were no adverse effects, PSEG staff determined a 50.59 safety evaluation was not required in accordance with their implementing procedures. The inspectors compared the screening documents with PSEG implementing procedures for this activity and supporting documents such as Nuclear Energy Institute (NEI) 96-07, Guidelines for 10 CFR 50.59 Evaluations, as endorsed by NRC Regulatory Guide 1.187, Guidance for Implementation of 10 CFR 50.59, Changes, Tests, and Experiments.

The inspectors reviewed DCP 80132147 and determined PSEG staff used their design change process to evaluate the operation of the WPMF in Parcel A adjacent to Hope Creek and Salem Generating Stations. The inspectors noted the DCP did not result in any physical plant modifications to the Hope Creek and Salem Generating Stations. Also, the inspectors noted that VTD 433877s1, New Jersey Wind Port Basis of Operation and a Ground Lease Agreement were credited by PSEG to provide for their oversight and verification that WPMF operation activities in Parcel A remained consistent with their hazard analyses.

OTHER ACTIVITIES - BASELINE

71152A - Annual Follow-up Problem Identification and Resolution Annual Follow-up of Selected Issues (Section 03.03)

The inspectors reviewed the licensees implementation of its corrective action program related to the following issues:

(1) The effects of construction and operation of the WPMF on Hope Creek and Salem Generating Stations.

INSPECTION RESULTS

Observation: Review of Corrective Action Program Effectiveness for Issues Associated with the Wind Port Manufacturing Facility in Parcel A 71152A The inspectors reviewed the effectiveness of PSEGs Corrective Action Program in identifying, prioritizing, evaluating, and correcting issues associated with the Hope Creek and Salem Generating Stations and the WPMF activity in Parcel A. The WPMF is constructed in Parcel A directly north of Hope Creek Generating Station along the Delaware River.

The inspectors performed a walkdown of the Hope Creek service water intake structure and the WPMF in Parcel A to understand the activities and assess PSEG staff's performance in identifying issues that could impact the Hope Creek and Salem Generating Stations. The inspectors reviewed a sample of notifications generated by PSEG staff over the last three years related to WPMF activities that potentially affected Hope Creek and Salem Generating Stations to consider whether PSEGs evaluation of issues and corrective actions were commensurate with the safety significance of the problem.

The inspectors also reviewed VTD 433877s1, New Jersey Wind Port Basis of Operation, and Procedure OP-AA-101-1001, "NJWP Construction Guideline," to better understand PSEGs processes for interaction with WPMF staff and how these activities support the PSEG corrective action process.

Based on independent inspector walkdown of the plant site, Hope Creek service water intake structure, and review of a sample of PSEG Corrective Action Program documents, the inspectors did not identify any performance deficiencies of more than minor significance.
