Beaver Valley Pover Station, Unit No. 1 Docket No. 50-334 License No. DPR-66 Response To IE Bulletin 79-19 Gentlemen:

NRC IE Bulletin 79-19 which concerns packaging of low-level radioactive waste for transport and burial has been reviewed. As requested in the subject Bulletin, the following information is provided.

Item 1 A current set of DOT regulations (49 CFR) is currently on order. The BVPS Station Office currently maintains a subscription copy of 10 CFR.

Item 2 A current set of the packaging requirements for transportation and burial at the Barnwell, South Carolina burial site is maintained by the Station. The Station has not made shipments to the other two burial sites.

Item 3 The Station personnel responsible for the proper packaging and transport of low-level radioactive material are identified in the BVPS Radeon Manual, Appendix 8, Part I, which will be issued and effective by October 31, 1979.

Item 4 BVPS Radeon procedures are presently being revised to include detailed instructions and procedures for the packaging and transport of low-level radioactive material. These procedures will be written, approved, and in effect by December 31, 1979.

*4 Beavet Valley Power Station, Unit No. 1 Docket No. 50-334 Response To IE Bulletin 79-19 Page 2 Item 5 Radiation Technician Retraining Module 6, dealing with the packaging and transport of radioactive material, is currently in progress. Completion of this module is scheduled by October 31, 1979. As shipping procedures are approved, they are reviewed by all Radeon personnel with an instructor or supervisor conductirg the review. In addition, a two-day technical seminar for supervisory, operations and technical personnel is being conducted at the site September 27 and 28, 1979 by an outside consultant.

Item 6 Operators are trained in the operation of the liquid and solid waste disposal systems. Station operating procedures are written to minimize excess waste. By these means, the operators are aware of the acceptable chemical and physiccl properties of waste for transfer, as well as the need to minimize gaste generation.

Routine audits by the Duquesne Light Company Quality Assurance Department check the implementation of the above. In addition, technical audits are performed at the direction of the Offsite Review Committee (ORC) to examine methodology and techniques used in the packaging and solidification of radioactive wastes.

Item 8 An ORC audit reviewing the technical aspects of the solidification program has been completed. A management-controlled audit utilizing the Quality Assurance Department will be conducted by October 10, 1979 to review activities associated with the packaging cr( transport of low-level radioactive waste.

Liquid waste was generated during the first-six months of 1979.

This waste was solidified using an ATCOR In-Line Solidification System, as described in Operating Manual Chapter 18.
