Subj ect: Detroit Edison Response to IE Bulletin No. 79-03 This letter is in response to your letter No. 50-341, IE Bulletin 79-03 dated Marc's 12, 1979, which describes the discovery of defects in tbc longitudinal welds of ASME Section III piping.

Enclosed please find our response to your inquiry in our memorandum EF2-45,137 of May 10, 1979.

Please advise us if you require further action by us regarding this matter.

Response to IE-Bulletin No. 79-03 The subject bulletin has been reviewed and action has been taken to solicit additional information from a key supplier. The follow-ing are the specific responses to the required information:

1. Determine whether ASME SA-312, type 304 or other welded (without filler metal) pipe manufactured by Youngstown Welding and Engineering Company is in use or planned for use in safety-related systems at your facility.

Material and design specifications were checked for those systems and components made of stainless steel and in no case was the use of ASME SA-312 type 304 (without filler metal) identified.

2 through 4: Eoes not apply.

5. For facilities with a construction permit, a report of the above actions, including the date(s) when they will be completed shall be submitted within 60 days of receipt of this Bulletin.

Provided that our suppliers response is negative, we con-sider the matter closed. In case that use of defective material is identified, we will assess within 90 days whether to replace the material or develop and conduct volumetric examination.
