2. Facility: Crystal River Unit #3 ,
3. Report Date: 28 April 1973 4 Occurrence Date: 5 April 1978
5. Identification of Occurrence:

Failure to monitor correct pilot cell of batteries at Units 1 and 2.

6. Conditions Prior to Occurrence:

Mode 6 refueling.'

7. Description of Occurrence:

At 0900 on 4/10/78, while reviewing SP-510 (Weekly Battery Check)(Units 1&2) foy the week of 4/5/78, it was noted that the bactery cells monitored for complianet with Standard Tech Specs 4.8.1.2 and 4.8.1.1.1.C.la through b were not the correct pilot cells as defined by Paragraph 6.0 of SP-510.' The Quarterly Battery Surveillance performed on 4/3/78 determined that cells 1-52 and 2-50 should be used as the test (pilot) cells during weekly battery surveillance.

s Cells 1-51 and 2-34 were incorrectly used as pilot cells.

9. Analysis of Occurrence:

There was no impact on plant or public safety, in that the plant was defueled and the correct pilot cells were demonstrated operable.1:nmediately upon discovet

10. Corrective Action:

The Compliance Section of Unit #3 discussed the problem with the Electrical and Controls Engineer at Units 1 & 2. The electricians at Units 1 & 2 were instructee further, by their supervisor, in the use of SP-510 and SP-511.

11. Failure Data:

Missed surveillance procedures have been a recurring problem; however, this is the second occurrence of an event of this nature.
