4 Related to Core Exposure _

Dear Sir:

Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document entitled, " Application for Amendment to Operating License", together with forty (40) copies of Attachment I and II thereto, comprising a statement of the proposed changes to the Technical Specifications and the associated Safety Evaluation.

This application seeks to amend Appendix A of the Operating License. The proposed change would extend Technical Specification Figures 3.5-1 and 3.5-2 (pages 134 and 135) from 30,000 MWD /t to 36,000 MWD /t for type 2 and 3 7x7 fuel. Attached are copies of the revised figures. The revised figures avoid situations des-cribed in I.E. Information Notice 80-04. tween your staff and our office on March 9, 1981, the requested change to the Technical Specifications modifies the Maximum Average Planar Linear Heat Generation Rate versus Planar A'verage Exposure data supplied by General Electric to incorporate penalties of 10%

and 20% at 30 GWD/t and 36 GWD/t, respectively. It is our under-standing that these penalties are the subject of a continuing review by the staff, and if it is found that they are no longer required to meet the Appendix K criteria of 10CFR50, PASNY will apply for their removal.

An additional concern expressed in I.E. Information Notice 80-04 referred to the possibility of exceeding the peak pellet exposure of 40 GWD/t which is the basis for fuel rod thermal-mechanical design and safety analysis for the subject fuel.

Preliminary estimates indicate that the peak pellet exposure will be below 40 GWD/t at the time of scheduled discharge, however, the Authority is awaiting confirmation of these estimates from General Electric and will supplement this application with addi-tional information if the results of this analysis indicate that the peak pellet will exceed 40 GWD/t in exposure.

The Authority has classified this application for amendment to the operating license as Class III. Enclosed is a check in the amount of $4,000 as the filing fee per 10CFR Section 170.22 which the Authority pays under protest pending a final deter-mination of the legality of the fee schedule.
