Byron Station Units 1 and 2 Braidwood Station Units 1 and 2 Volume Control Tank Level Control System 50.55(e) Deficiency Report Number 81-04 NRC Dockets Nos. 50-454/455/456/457

Dear Mr. Keppler:

On June 18, 1981, Commonwealth Edison notified Mr. John Neisler of your office of an apparent reportable deficiency in the Byron /Braidwood Volume Control Tank (VCT) level control system.

This letter fulfills the thirty day reporting requirement of 50.55(e) regarding that item.

On May, 21, 1981, Westinghouse Electric Corporation notified the NRC and Commonwealth Edison of the potential for an adverse control and protection system interaction. A single random failure in the VCY level control system, in the absence of operator action, could lead to a loss of redundancy in the high head safety injection system. Details of the concern were reported to the NRC on May 21, 1981, in a letter from T. M. Anderson to V. Stello.

The significance of this deficiency is still being evaluated. Plant operating procedures will be reviewed and revised in accordance with Westinghouse's recommendation. The results of the continuing evaluation will be made available to the NRC by September 24, 1981.
