Dear Mr. Keppler:

l References (a) through (f) provided information relative to the

! resolution of two previously reported 50.55(e) reports. Deficiencies in the I G.K. Newberg (GKN) Welding program are documented in 50.55(e) Report 84-15 and inconsistencies found in certain document.ation of structural steel installed by G.K. Newberg are documented in 50.55(e) Report 84-05. Since the corrective action identified for both deficiencies included a review of Structural Steel Installation Traveler (SSIT) packages, reference (g) stated that future reports would address the status of both deficiencies. The purpose of this letter is to inform you that this review is now complete for both concerns and this is considered to be a final report.

In order to address the conditions identified in the 50.55(e) report.

84-15, which involve deficiencies in the Flux Core Arc Welding and Shield Metal Arc Welding documentation packages, Cosunonwealth Edison (CECO) reviewed the affected packages to determine the scope of the problem and evaluate Whether the documentation deficiencies indicated the existence of underlying hardware problems. This CECO /GKN engineering evaluation determined the concerns were limited to documentation only. The other 50.55(e) report, 84-05, also identified inconsistencies in the SSIT documentation.

To provide a more comprehensive review of the documentation deficiencies identified, Ceco directed GKN to perform a final document review program. The program consisted of developing specific and generic procedures for documentation review. GKN developed generic procedures QCP Section 29 and 29-1 for this purpose. These procedures defined the methods, responsibilities and controls for the completion, receipt, review, filing, storage, maintenance and retrieval of quality-related records. GKN developed specific procedure 29-1-1 for the review of SSIT packages. This procedure provided specific checklists that gave a uniform basis for verifying the completeness and correctness of SSIT packages.

The SSIT Final Document Review identified a total population of approximately (7800) SSIT Travelers which required a review. This review is now complete. All identified documentation deficiencies concerning the SSIT Traveler packages have been resolved. Should any SSITs be initiated by GKN Engineering in the future, the current ongoing and approved document review program will assure that all SSIT's will be reviewed and that any deficiencies identified will be resolved.

Please address any questions that you or your staff may have concerning this matter to this office.

Very truly yours, k
