Our Accident Dose Branch (Ms. Leta Brown, reviewer) is reviewing your 9/14/07 application and has written some draft RAI questions with regard to the atmospheric dispersion factors (X/Q values) used in your analysis. We would like to discuss these draft questions with you in a conference call:

(1) Which X/Q values were used as inputs?

(2) If these X/Q values were previously approved on the docket:

(a) What are the reference documents citing approval of the licensing basis X/Q values and describing how the values were generated?

(b) What specifics support that the X/Q values apply to this application and how Kewaunee is operated? Do the X/Q values reflect the limiting scenario and source/receptor pair(s) if more than one scenario could apply? For example, we note that a cursory check of historic documents suggests that at one time the X/Q values were based upon an assumed diffuse release from the closed containment. Subsequent documentation, not specific to radiological issues, discusses scenarios when a hatch might be open and the containment would therefore not be closed.

(3) If the X/Q values are new or are not applicable to the current application, the licensee would need to provide additional information to enable the NRC staff to review the acceptability of the X/Q values.

We propose the following time slots for the conference call. If these times are not good for you, please feel free to propose other times.
