KEWAUNEE POWER STATION WITHDRAWAL OF LICENSE AMENDMENT REQUEST 210 TECHNICAL SPECIFICATION MODIFICATIONS REGARDING CONTROL ROOM ENVELOPE HABITABILITY Following discussions with the NRC's division of Nuclear Reactor Regulation personnel, Dominion Energy Kewaunee (DEK) Inc. is withdrawing License Amendment Request (LAR) 210, "Technical Specification Modifications Regarding Control Room Envelope Habitability," (reference 1).

DEK intends to resubmit this LAR at a later date.

The reason for withdrawing this LAR is provided below.

On September 14, 2007, DEK requested NRC approval of LAR 210 (reference 1). The proposed amendment would have revised the Kewaunee Power Station (KPS)

Operating License by modifying the KPS Technical Specifications (TS) to adopt technical specification task force (TSTF) traveler TSTF-448-A, Revision 3, "Control Room Habitability," (TSTF-448-A) consistent with the KPS plant design.

Subsequent submittals regarding this LAR were sent to the NRC on April 3, 2008 (reference 2), May 13,2008 (reference 3) and July 1, 2008 (reference 4).

On October 21, 2008 DEK received a draft request for additional information (RAI)

(reference 5) regarding the KPS control room atmospheric dispersion factor (X/Q value) used in the September 14, 2007 LAR.

Specifically, the draft RAI asked for input information that would enable the NRC staff to make confirmatory calculations for all source-receptor pairs that could be associated with LAR 210.

Upon review of design documentation in support of a response to the draft RAI, the DEK staff discovered that certain input information needed to support the KPS control room X/Q value was not verifiable.

This led to the conclusion that the control room X/Q value originally calculated in 1989 and used in LAR 210 may not be a bounding value for the analysis presented in LAR 210.

This issue has been documented in the KPS corrective action program.

DEK is currently reanalyzing the data used to develop the KPS control room X/Q value and will resubmit the LAR after a bounding X/Q value is established.

Additional licensing actions requiring NRC review and approval may also be required, depending on the results of this reanalysis.
