Craig, Jack By e-mail dated 9/19/08 (ADAMS Accession No. ML082630604) I conveyed to you a set of draft RAI on this issue. We held a conference call on 9/23/08 to discuss that set of draft RAI. Based on what we heard in the conference call, our reviewer Leta Brown sent the following additional draft RAI questions:

The NRC staff acknowledges that the Kewaunee control room atmospheric dispersion factor

(/Q value) of 2.93 x10-3 sec/m3 used in the September 14, 2007 (current) license amendment request (LAR) was previously approved. Information provided by letters dated February 28, 1989, and September 13, 2002, in support of prior LARs respectively state that the /Q value was calculated using the Murphy-Campe methodology and that the /Q value bounds all release points analyzed in support of the March 17, 2002 alternative source term license amendment request. What reference documentation discusses the inputs, assumptions, and calculations that demonstrate that this /Q value is bounding? If such documentation is not available, where is input information available to enable the NRC staff to make confirmatory calculations for all source-receptor pairs that could be associated with the current LAR using either the Murphy-Campe or ARCON96 methodology discussed in Regulatory Guide 1.194, Atmospheric Relative Concentrations for Control Room Radiological Habitability Assessments at Nuclear Power Plants?
