Dear Nr. Fahs:

Re: Draft Environmental Statement, NVREG-0743, Steam Generator Repai'r at Turkey Point Units 3 and 4, SAI No.: 81-0926E I have reviewed the DES for the steam generator repairs at FPL's Turkey Point nuclear units. The following comments are offerred:

l. On page 4-12, section 4.1.2.6, there is a phrase or sentences missing between the last line of page 4-12, and page 4-13.
2. The estimates of alternate disposal methods in sections 4.1.2.3 an 5.5 ignores the quota on volume of low level wastes being imposed'at Barnw@l, South Carolina . The immediate intact ship-ment or. immediate cut-up and shipment to Barnwell'may not be allowed by Chem Nuclear Systems, Inc . Shipment to Beatty Nevada, or Hanford, t<ashington isn't practical. Costs of shipment by truck or rail to those places probably haven't been considered.
3. FPL's estimates of replacement power costs may be biased exceptionally high, if they considered only peaking units (combustion turbines)'as the source of power and ignore the original Iypcd on 100% rccyclcd paper

Nr, Fahs Page Two February- 3, 1981 purchase of coal fired capacity or coal based generation or FPL is arranging to do.
