FPL has determined that the revisions do not decrease the eA'ectiveness of the Plans.

Attached is a description of the changes to each of the two Plans. Pursuant to 10 CFR 50.54 (q),

enclosed is one copy of each of the Plans.

L-98-126 ATTACFlMENT Page 1 of 2 The following is a summary of the changes incorporated into Revision 34 of the Turkey Point Radiological Emergency Plan. These changes incorporate the results of Evaluation PTN-ENG-SENS-97-088, Revision 1, titled, "Engineering Evaluation Related to Pre-Planned Alternative Monitoring for the Containment High Range Radiation Monitors (CHRRMs)," as well as reflecting organizational changes afFecting the Emergency Preparedness program. There were no areas of reduced e6ectiveness identified in this revision.

I 98-126 ATTACHMENT Page 2 of 2 The following is a summary of the changes incorporated into Revision 02 of the Turkey Point Recovery Plan. The changes are organizational or administrative in nature, and do not represent a decrease in the effectiveness of the Recovery Plan or the Emergency Plan.

G The revision date at the bottom of each page of the document is being changed to revision number, to be consistent with the format of the Emergency Plan.

The Emergency Response position, where it had previously been omitted, has been added after the normal position title throughout the document.

Clarifications and editing changes.

~g A reference has been added to the Severe Accident Management Guidelines (SAMG's).

The Organization chart has been edited as follows: the Services Manager, the Security Supervisor, and the Manager, Nuclear Human Resources positions have been deleted. The Emergency Security Manager has been added to the chart under the Site Vice President (Recovery Manager).

The Services Manager responsibilities have been deleted.

, The responsibilities previously assigned to the Security Supervisor (Emergency Security Manager) are now assigned to the Emergency Security Manager.

The responsibilities previously assigned to the Manager, Nuclear Human Resources (Juno Beach) are now assigned to the Human Resources Manager (onsite).

A step has been added to the Health Physics Supervisor's responsibilities to perform "what if as necessary, e.g., what type of release would occur a pump shuts down, what would if'alculations, happen ifcontainment re-pressurizes.

A statement has been added under the OSC Supervisor's responsibilities for the use of personnel from other departments, as necessary.

Attachment 4, Off-site Post-hurricane Checklist changes:

- Statement added to complete applicable sections, as required, by damage from the storm.

- EBS changed to EAS throughout checklist.

- County Manager's OAice changed to County Mayor's Office.

- DHRS changed to Department of Health throughout checklist.
