Document Control Desk Washington, DC 20555 Serial No.NSS&L/MLC Docket No.License No.14-261 RO 50-336 DPR-65 DOMINION NUCLEAR CONNECTICUT, INC.MILLSTONE POWER STATION UNIT 2 CORE OPERATING LIMITS REPORT, CYCLE 23 In accordance with the Millstone Power Station Unit 2 (MPS2) Technical Specifications (TSs), Section 6.9.1.8.d, Dominion Nuclear Connecticut, Inc., hereby submits, as an enclosure, the Cycle 23 Core Operating Limits Report (COLR).The MPS2 COLR has been revised to include the following:
- Revision of page headers to reflect Cycle 23." Editorial changes to correct administrative and typographical errors." Revision of Figure 2.7-1 to extend the ACCEPTABLE OPERATING REGION over the power range from 0% to 40%." Removal of the 1.0025 penalty factor for incore instrument misalignment.
Starting with Cycle 21, this penalty was included in the COLR to account for a small misalignment of 26 of the 44 installed In-Core Instruments (ICI) detectors (reference Agencywide Documents Access and Management System Accession Nos. ML11152A148, ML11342A122, ML12025A225 and ML12025A226).
During Refueling Outage 22, all but two of the affected ICI strings were replaced with ICI strings with a slightly shorter tail (the two remaining misaligned ICI strings are located on the core periphery).
This allows the ICI detectors to be properly positioned to restore the original axial power distribution monitoring function, permitting the deletion of the penalty factor for Cycle 23.The Cycle 23 COLR has been incorporated into the MPS2 Technical Requirements Manual.If you have any questions or require additional information, please contact Mr. William D.Bartron at (860) 444-4301.Sincerely, L. - 2. OPERATING LIMITS The cycle-specific parameter limits for the specifications listed in Section 1.0 are presented in the following subsections.

The moderator temperature coefficient shall be: a. Less positive than 0.7x1 0 4 AK/K/°F whenever THERMAL POWER is __70% of RATED THERMAL POWER, b. Less positive than 0.4x1 0 4 AK/K/0 F whenever THERMAL POWER is> 70%of RATED THERMAL POWER, c. Less negative than -3.2 x10-4 AK/K/0 F at RATED THERMAL POWER.I MILLSTONE

The regulating CEA groups shall be limited to the withdrawal sequence and to the insertion limits shown in Figure 2.4-1. CEA insertion between the Long Term Steady State Insertion Limits and the Transient Insertion Limits is restricted to: a. <4 hours per 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> interval, b. <5 Effective Full Power Days per 30 Effective Full Power Day interval, and c. < 14 Effective Full Power Days per 365 Effective Full Power Day interval.2.5 Linear Heat Rate (Technical Specification 3/4.2.1)The linear heat rate, including heat generated in the fuel, clad and moderator, shall not exceed: a. 15.1 kw/ft whenever the reactor coolant flow rate (determined per Technical Specification 3/4.2.1) is _ 360,000 gpm.b. 15.0 kw/ft whenever the reactor coolant flow rate (determined per Technical Specification 3/4.2.1) is < 360,000 gpm and _354,600 gpm.c. 14.9 kw/ft whenever the reactor coolant flow rate (determined per Technical Specification 3/4.2.1) is < 354,600 gpm and _ 349,200 gpm.During operation with the linear heat rate being monitored by the Excore Detector Monitoring System, the AXIAL SHAPE INDEX shall remain within the limits of Figure 2.5-1.During operation with the linear heat rate being monitored by the Incore Detector Monitor System, the alarm setpoints shall be adjusted to less than or equal to the limit when the following factors are appropriately included in the setting of the alarms: 1. A measurement-calculational uncertainty factor of 1.07, 2. An engineering uncertainty factor of 1.03, and 3. A THERMAL POWER measurement uncertainty factor of 1.02.MILLSTONE
