Theoriginaldesignbasisforthecontainment isolation system,asstatedinFSARSection6.2.4.1,usescheckvalvesasautomatic isolation valvesoutsideofcontainment.

Thedesignbasisforpenetrations inClassA1,thepenetration classfortheinstrument airsystem,asstatedinFSARSection6.2.4,usestwocheckvalvesinseries,onelocatedinsideandoneoutsideofcontainment.

Thecheckvalvesfunctionasautomatic isolation valves.AlthoughvalveI-MV-18-1 isprovidedwithaCISclosuresignal,nocreditfor.closureisassumedinthe,FSARaccident.

Itshouldbefurthernotedthattheoriginally proposedplanttech-nicalspecifications providedbytheFSARlisted.onlythecheckvalvesforthispenetration, whichwasinaccordance withthesystemdesignbases.Following theadoptionof'theStaff'sStandardTech-nicalSpecification format,I-MV-18.-1 wasaddedtotheCISisolation valvelistonthebasisthatitreceivedCISsignal,notonthebasisthatitsclosureisrequiredbytheFSARaccidentanalyses.

Thisvalveprovidesadditional isolation capability beyondthatrequiredbytheplant'ssafetydesignbasis.Thecheckvalvesassociated withI-MV-18-1 areseismicClassI.Theyareperiodically leaktested,alongwithI-MV-18-1, inaccordance withplantsurveillance leaktestprocedures.

Insummary,theplant'sdesignbasisusedtwocheckvalvesinseriestoachieveautomatic containment isolation fortheinstrument airsystempenetration.

ValveI-MV-18-1 providesredundant isolation forthispenetration.

SincethestaffhasreviewedthisdesignbasisandsincevalveI-MV-18-1 isnotnecessary toperformthecontainment isolation

function, themodification ofTable3.3-5todeletevalveI-MV-18-1 fromtheresponsetimerequirements contained thereindoesnot.constitute anunreviewed safetyquestion.

Conclusion Basedontheseconsiderations, (1)theproposedchangedoesnotin-creasetheprobability orconsequences ofaccidents ormalfunctions ofequipment important tosafetyanddoesnotreducethemarginofsafetyasdefinedinthebasisforanytechnical specification, (2)thereisreasonable assurance thatthehealthandsafetyofthepublicwillnotbeendangered byoperation intheproposedmanner,and(3)suchactivities willbeconducted incompliance withtheCommission's regulations andtheissuanceofthisamendment wilInotbeinimicaltothecommondefen'seandsecurityortothehealthandsafetyofthepublic.
