0PMP2081EPP.024EXHIBITA(CONT.)JPIC-2OperationsFacility(EOF).TheBentonHarborDivisionAdministrativeAssistantwillhandlethephysicalarrangementsofsettinguptheJPIC.PriortotheactivationoftheJPIC,allinformationabouttheincidentwillcomefromtheEnergyInformationCentermanager,ordesignee.JPICLocationIfitisdeterminedthatthePlantincidentrequiresestablishmentofaJPICtohandleinquiries,thepreferredlocationwouldbetheLakeMichiganCollegeCommunityCenterinBerrienCounty,MIaboutllmilesnortheastofthesiteboundary.Thislocationwouldbeadequatetoaccommodatebothalargeandsmallnumberofnewsmediarepresentatives.ShouldtheLMCareabedeclaredunderevacuation,thentheHolidayInninNiles,MI,about20milessouth-eastofthePlant,willbeused.Bothfacilitiescouldbereadiedforuseonshortnoticeatanytimeandcouldbeutilizedforanextendedperiodoftimeifneedbebyutility,county,stateandotheragenciesdealingwithanincidentatthePlant.TheBentonHarborServiceBuilding,locatedonemilefromLMC,wouldserveasaprocessingandlogisticsCenterforallincomingutilityandindustryrepresentatives.AllnewsmediarepresentativeswillberegisteredandcheckedbysecurityattheJPIC.SecuritywillbeprovidedbyIM.UtilitPublicAffairsDirectoratJPICTherankingpublicaffairsrepresentativefromAEPorIBM,ordesignee,attheJPICshouldmaintaindirectcontactwithutilitymanagementdealingwiththeemergencytodevelopguidanceonpolicy,superviseallcommunicationsfromtheutility,andrelayinformationtootherappropriateutilityemployees.HeshouldalsocoordinateinformationattheJPICwithcounterpartsfromcounty,stateandfederalagenciesandothersinvolvedwiththeemergency.UtilitSokesersonOneknowledgeablerepresentativefromthenuclearsectionofAEP,ordesignee,attheJPICwillbeidentifiedastheofficialutilityspokespersonfortheemergency.Itisofutmostimportancethatthis"singlespokesperson"conceptbecarriedoutinfacttoavoidevenminimalcontradictionsofdetailoranalysis.Thespokespersonwillberesponsibleforanyroutineinterviewsgranted,forbeingthesourceofutilitystatementsquotedinpressstatementsorreleases,andforrepresentingtheutilityatformalpressbriefingstoanswertechnicalquestionsabouttheincident.Page3of4Revision16-24-82 r
