1.3.3RestartProspectManagerResponsibleforthemanagementandcontrolofrestartworkactivitiesandcoordinationofresourcestoensurethatrestartissuesarescheduled,completed,andclosedinaccordancewiththe'estartPlan.TheRestartTeamProjectManagementCharteriscontainedinAttachmentG.1.3.4RestartProgramManagerResponsibleforthedevelopmentandrevisionoftheCookNuclearRestartPlan;forprovidingleadershipinthedevelopmentandimplementationofplantpioceduresandprocessesnecessarytoimplementtheRestartPlan;and,foradministrationoftheRestartDatabase.TheRestartTeamProgramManagementCharteriscontainedinAttachmentH.1.3.5OutageManagerResponsibleforthedaytodaymanagementofoutageworkactivitiesinaccordancewiththeRestartSchedule.ProvidestimelycommunicationtotheRestartProjectManagerregardingissueswhichmayimpactoutage'copeorschedule.TheOutageManageristheChairpersonoftheOutageReviewBoard.AsamemberoftheRestartOversightCommittee(ROC),theOutageManagerrepresentstheRestartProjectManagerandmustassurethatROCdecisionsareprovidedtotheRestartProjectManagerinatimelymannertosupportRestartScheduleandRestartDatabaseupdates.NuclearLicensingManagerResponsibleforassuringrestartitemclosuredocumentationiscompleteandreadyforNRCinspectioninaccordancewithPMP7200,"RestartIssueClosureDocumentationPackage."TheNuclearLicensingManagerisalsoresponsibleforcommunicatingsuchresultstotheNRC,providingassistancetootherplantdepartmentsonregulatoryissuesrelatedtotherestart,andestablishingexpectationsandrequirementsforplantcommunicationswithNRCpersonnelforrestartissues.TheNuclearLicensingManagermustalsosubmitrequiredinformationtotheNRCandotherlicensingagenciesonaschedulethatsupportstherestarteffortsandmustensuresuchsubmittalsareaccurate.PlantManager,EngineeringManagers,andDepartmentSuperintendentsResponsiblefortheaccurateandcomprehensivecompletionoftherestartwork,performingassessmentsoffunctionalareareadinesstosupportunitrestartandsafe,reliablepoweroperations,implementingnecessarycorrectiveactions,andprovidingaf5rmationofreadinesstotheROC.

vsA~'Il ThePlantManagerisalsoresponsibleforOperationsacceptanceofrestartassessmentsforsystemreadinessandforoversightactivitiesrelativetopowerascension.1.3.8SystemEngineers1.3.9.Responsibleforsuccessfulcompletionofrestartworkonselectedsystems,performingassessmentsofsystemreadinesstosupportunitrestartandsafe,reliablepoweroperations,implementingnecessarycorrectiveactions,andprovidingaf5rmationsofreadiness.hRestartStrategyOwner(RSO)Theindividualresponsibleforthesuccessfulresolutionandcompletionofarestartitem.TheRSOisexpectedtobethesinglepointofaccountabilityfortheactionsnecessarytosuccessfullyresolvearestartissue.PersonnelassignedasRSOsmustbegivensuf5cientauthority,resources,andmanagementsupporttoensuretherestartissueisadequatelycompleted.1.3.10NuclearGenerationEmployeesResponsibleforsupportingrestartactivitiesbyfocusingonsafeoperationandcontinuousimprovement.Employeesareobligatedbyplantprocedurerequirements,andexpected,bymanagementdirection,toraisequalityconcernstomanagement'sattentionthroughthecorrectiveactionprogram.(PMI7030,"CorrectiveActionProgram")Throughtheuseofthecorrectiveactionprogram,personnelwillensureissuesarebroughttomanagement'sattentionforevaluationaspotentialrestartitems.ItisalsoexpectedthatnotificationwillbemadetotheRestartProjectManagerasquicklyaspossiblewhenanindividualorgrouprecognizesthattheacceptedscheduleforarestartactivitywillnotbemet.Astherestartprocessprogressesthroughthestagesdescribedbelow,itisofcriticalimportancethatidentifiedunsatisfactoryconditionswhichcouldimpactrestartplanrequirementsbebroughttotheattentionofmanagementinatimelymannertoallowplannedresolutionoftheissue.Allpersonneltakingownershipforsuccessfulrestartcompletionandopenlycommunicatingwithoneanotherthroughouttherestartprocesswillachievethisobjective.1.3.11RestartPlanCommunicationCoordinatorResponsiblefordevelopmentoftheCommunicationPlanasdescribedinSection4.2.

1.6ROCApproveRestartWorkScopeAllrestartscopeadditionswillbeapprovedbytheRestartOversightCommittee(ROC).AllrestartitemsmuchhaveanassociatedConditionReportorActionRequestlinkedtotherestartitem.2.1RestartManagerPerformRestartWorkFollowingdeterminationoftherestartworkscopebytheROC,theRestartProjectManagerisresponsibleforcoordinatingtheplanning,scheduling,andcompletionofthework.3.1ROC,PNSRCPerformFinalReviewRecommendStartupResultsoftherestartassessmentswillbepresentedtotheRestartOversightCommittee(ROC)withanafGrmationbytheresponsiblesystemengineerorengineeringmanager,andthefunctionalareasuperintendentofthereadinessofthesystemororganizationtosupportplantstartupandsafe,reliablepoweroperations.4.1SMRTRecommendRestartFollowingpresentationandacceptanceoftheassessmentresultsbytheROC,theSiteVicePresidentwillconvenetheSMRTtoperformanintegratedreviewoftheaffirmations,verifycompliancewithregulatorycommitmentsandanyotherspecialcriteriathatmayimpacttheinitiationofstartupactivities.4.2ExecVicePresAuthorizeRestartBasedontheresultsofthisreview,theExecutiveVicePresidentNuclearGenerationwillauthorizestart-upandpowerascension.5.1OPSStartupandPowerAscensionStart-upandpowerascensionfollowingthecompletionofstart-upworkwillfollowadeliberateandcontrolledapproachthatensuresoperationalandpersonnelsafety.ThenormalstartupprocessdefinedinCookNuclearPlantprocedureswillbesupplementedwithappropriatemanagementoversightandsupportfromengineeringandmaintenanceorganizationsuchthatissuesorconcernsarepromptlyaddressedandthestartupcanbeaccomplishedinasafe,controlledmanner.10 3.0ManagementExpectations3.1ThereareseveralkeyexpectationswhichCookmanagementexpectsallpersonnelinvolvedinthisplanandefforttoachieve.Theseare:~Removethemandthey-replacewithusandwe~Communicateeffectively-Promptlyidentifyandcorrectproblems~Plan,plan,plan-thenexecute,check,adjust~Dowhatwesaywewilldo~Mutualaccountability~Havepassion!~Passiton4.ACommunications4.1NRCCommunicationPlan:AnimportantandbasicelementoftheRestartPlanisensuringthattheCookNuclearPowerPlantmeetstheexpectationsoftheNuclearRegulatoryCommission(NRC).TheNRChasestablishedaD.C.CookRestartPaneltoreviewplantprogresSandensuretherestartissuesidentifiedbytheNRCareresolvedpriortostart-up.CarefulcoordinationofsubmittalswithNRCreviewandinspectionactivitiesisrequired.ManagementwillapprisetheNRCofplans,actions,andresultsastheRestartPlanisimplementedtoensureregulatoryexpectationsarebeingmetandtofacilitatetheregulatoryprocess.ThekeycontactpointforplantactivitiesisNuclearLicensing.TheManager,NuclearLicensingisexpectedtoestablishaNRCCommunicationPlanwhichwillprovideplantpersonneldirectiononhowtocommunicatewiththeNRC.4.2PlantCommunicationPlan:ThesuccessfulimplementationoftheRestartPlanandsubsequentcontinuingimprovementefFortswilldependstronglyonthefullengagementandcommitmentoftheentireorganization.Becauseoftheimportanceoforganizationalcommunication,acommunicationsplanmustbedevelopedbytheRestartPlanCommunicationCoordinator.TheCommunicationsPlanmustcontainanoutlineofthemethods,media,andresponsibilitiesforcommunicationtoandwithemployeesaboutrestartobjectivesandplansaswellasaboutprogress,successes,courseadjustments,andlessonslearned.TheCommunicationPlanmustalsoprovideforredundantchannelsforcommunicationofimportantinformationandallowfortwo-wayexchangesbetweenseniormanagementandpersonnel.Theplanmustalsoaddressco@municationwithplantconstituentssuchasAEPcorporateof5cials,localandstateofficials,communitymembers,andthegeneralpublic.

5.0RestartPlanDevelopment,Approval,andControlPMI7200hasbeendevelopedtoprovidedirectionsforthedevelopment,approval,andcontroloftheRestartPlan.TheprocedureestablishestherequirementforplantpersonneltofollowtheRestartPlanforthecontrolofrestartactivities.6.0IdentificationofRestartIssues6.1""'.,6.2PotentialRestartIssues:Restartissuesmaybeidentified&omavarietyofsources.AttachmentKprovidesalistofthetypesofactivitiesthatmayresultintheidentificationofpotentialrestartitems.Personnelinvolvedintheseactivitiesmustmaintaina"questioningattitude,"considerthepotentialrestartimpact(s)ofemergentissuesandconditions,andassurethatifsuchimpactsexist,theyareappropriatelyprocessedpertheRestartPlan.PotentialrestartissuesmustbeidentifiedonaConditionReportorActionRequest.ReadinessAssessments;Inadditiontonormalsourcesofproblemidentification,'theRestartPlanidentifiesfour(4)specificreadiness'assessmentsthatwillbeperformedtodetermineplantreadinessforrestart.Theintentoftheseassessmentsistoverifythattheorganizationandsystemsarereadyforstart-upandoperation.Theseare:e.Plantsystemreadiness:Systemengineersreviewplantsystems.Theplantsystemreviewprocessconsistsofthefollowingelements:SelectionofPlantSsteins:Plantsystemsareselectedforadetailedreviewandaffirmationbasedonthehistoricalperformanceandrisksignificanceofthesystem.Thereviewisperformedinaccordancewithplantsystemreadinessreviewinstructions.ResultsoftheassessmentofselectedsystemsarepresentedtotheSERBand,uponconcurrence,totheROC.Restartitemsareidentifiedwithappropriaterecommendationsforadditionalactionstobeperformedafterrestart.ThesystemsreviewedarelistedinattachmentD.Theremainingsystemswillbeassessedandevaluatedaspartofthelineresponsibilityoftheengineeringorganizationunderthefunctionalareaassessments.ResultsarepresentedtotheSERBand,uponconcurrence,totheROC.Restartitemsareidentifiedwithappropriaterecommendationsforadditionalactionstobeperformedafterrestart.RestartWorkScoAdditions:12 Basedonreviewofopenworkitems'againstthecriteriapresentedinattachmentC,thesystemengineeristoproviderecommendationsfortherestartscopechangesfortheselectedsystemsinattachmentDtotheSERBand,uponconcurrence,totheROC.Thisreviewincludesthefollowing:(a)Definingandevaluatingthemagnitude,significance,andriskofitemswhichwillberesolvedafterrestart;(b)assurancethatrecurringproblemsonthesystemthatcouldaffectsafeandreliableoperationsarebeingfixed;(c)assurancethatanydesignbasisandlicensingissuesonthesystemarebeingaddressedwithinatimeframethatisappropriatefortheissue;and,(d)assurancethatoperatorswillnotbesignificantlychallengedbyoperationofthesystemduringnormal,abnormal,oremergencyconditions.~Functionalareareadiness:Functionalareareadinessisanassessmenttodeterminethatthedepartmentisinanappropriatestateofreadinesstosupportstartupandsafe,reliablepoweroperation.Functionalareareadinessincludesitemssuchas:(a)adequacyofstaf5nglevels,personnelexperience,training,andqualificationstodemonstratecompliancewithregulatoryrequirementsandcommitments;(b)completionofpersonneltrainingonnormalstart-upevaluations,powerascensionrequirements,industryoperatingexperienceincludingextendedshutdownandunusualeventsatsimilarplants,emergencypreparedness,changesinplantconfiguration,changesinplantoperatingandemergencyprocedures,andchangesinkeyadministrativeproceduresandprocesses;(c)resolutionofsignificantperformancedeficienciesandreductionofbacklogs(correctiveaction,correctivemaintenanceetc.)tomanageablelevels;(d)establishmentofgoalsandprioritiesforthecontinuedimprovementofthedepartmentincludinguseofcriticalassessmentmethods;and,13
