' REQUEST FOR EXTENSION OF THE SECOND TEN-YEAR INSERVICE INSPECTION INTERVAL - CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT NO.1 (TAC NO. MA1680)

Dear Mr. Cruse:

By letter dated April 28,1998, and June 25,1998, Baltimore Gas and Electric Company submitted a request for extensbn of the second ten-year inservice inspection (1S10 interval and to continue the use of the existing American Society of Mechanical EngineersSection XI Code in the program plan through the extended period of the interval for Calvert Cliffs Unit 1.

The NRC staff has evaluated the information provided in support of the relief request and the enclosed safety evaluation finds the licensee's request to be acceptable, and concludes that the proposed extension of the'second ten-year inspection interval by a year from the schedule end date of June 30,1998, with no ISI scheduled to take place during the period, has negligible -

impact on the health and safety of public. Based on the low impact on the overall effect of the requested extension, it would be a hardship'without a compensating increase in the level of quality and safety to require the licensee to update the Code during the extended period of the interval. Therefore, pursuant to 10 CFR 50.55s(a)(3)(ii), the licensee's proposed altemative is authorized for Calvert Cliffs Unit 1. ,

The NRC staff has evaluated the information provided in support of the relief request and the enclosed safety evaluation finds the licensee's request to be acceptable, and concludes that the proposed extension of the second ten-year inspection interval by a year from the schedule end  ;
