UNITED STATES NUCLEAR REGULATORY COMMISSION REGION III 2443 WARRENVILLE ROAD, SUITE 210 LISLE, IL 60532-4352 February 13, 2012 Mr. Jack M. Davis Senior Vice President and Chief Nuclear Officer Detroit Edison Company Fermi 2 - 210 NOC 6400 North Dixie Highway Newport, MI 48166

SUBJECT:

FERMI POWER PLANT, UNIT 2, NOTIFICATION OF NRC INSPECTION AND REQUEST FOR INFORMATION

Dear Mr. Davis:

On May 7, 2012, the U. S. Nuclear Regulatory Commission (NRC) will begin inspection of refueling and other outage activities (NRC Inspection Procedure 71111.20) prior to the next refueling outage scheduled for the Fermi Power Plant. This inspection will utilize NRC Operating Experience Smart Sample: (OpESS) FY 2007-03, Revision 2, Crane and Heavy Lift Inspection, Supplemental Guidance for IP-71111.20, issued September 12, 2008. This inspection will focus on the impact of load handling activities on the reactor core and its cooling and plant support systems. Specifically, this inspection will review applicable design and licensing bases, engineering design and analysis, procedures, and surveillances associated with the reactor vessel head removal and installation during refueling outages including: (1) reactor shield plugs, drywell head, reactor pressure vessel head, steam separator, steam dryer lifting devices; (2) reactor vessel head safe load paths; and (3) reactor building crane preventative maintenance, inspections and testing. The on-site portion of the inspection will take place on May 7 - 11, 2012 and May 21 - 25, 2012.

Experience has shown that inspection of these activities is resource intensive both for the NRC inspector and the licensee staff. In order to minimize the inspection impact on the site and to ensure a productive inspection for both parties, we have enclosed a request for documents needed for the inspection. This information should be available in Region III by April 30, 2012, (preparatory week). It is important that all of these documents are up to date and complete in order to minimize the number of additional documents requested during the preparation and/or the on-site portions of the inspection.

We have discussed the schedule for these inspection activities with your staff and understand that our regulatory contact for this inspection will be Mr. J. Pendergast, of your organization. If there are any questions about this inspection or the material requested, please contact the inspector, Mr. J. Bozga, at (630) 829-9613.

J. Davis This letter does not contain new or amended information collection requirements subject to the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.). Existing information collection requirements were approved by the Office of Management and Budget, control number 3150-0011. The NRC may not conduct or sponsor, and a person is not required to respond to, a request for information or an information collection requirement unless the requesting document displays a currently valid Office of Management and Budget control number In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

Sincerely,

/RA/
