consumers Power PDWERINli MICHlliAN'S PRDliRESS General Offices: 1945 West Parnall Road, Jackson,'MI 49201 * (517) 788-0550 December 15, 1989 Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 DOCKET 50-255 -LICENSE DPR-20 -PALISADES PLANT -EMERGENCY RESPONSE DATA LINK IMPLEMENTATION (TAC NO 73444) Programming for the Palisades Plant Emergency Response Data System (ERDS) data link is nearing completion.

As such, Consumers Power Company proposes to implement the ERDS data link to the NRC Operations Center in the following manner: A) Data Link Activation (Alert classification and above) At the Alert classification and above, the ERDS data link will be activated by the plant upon the request of the NRC Operations Center. Activation can only be initiated from the Control Room. B) Data Link Activation Procedures Procedures to physically activate the data link will be added to the present Critical Functions Monitoring System (CFMS) operating instructions in Standard Operating Procedure 34 (SOP-34), "Datalogger System". The CFMS is the plant computer system used to establish the data link. The Palisades Plant's Emergency Implementing Procedures will be modified to reflect that the data link should be activated at the Alert classification and above, upon the request of the NRC Operations Center.. In addition., the Implementing Procedures will be modified to reference SOP-34 for the data link activation procedure.

C) Quarterly Data Link Tests The NRC is responsible for ensuring the quarterly data link tests with the Palisades Plant are completed, including coordination of the date and time of the test. The actual test will be initiated and terminated from the Palisades Control Room. It is expected the NRC 2

If a problem is discovered during the test, corrective actions to determine the cause of the problem and/or repair at the plant will be initiated and tracked through the plant's normal maintenance system. The NRC is responsible for troubleshooting and repairing NRC installed ERDS hardware at the Palisades Plant site and on to the NRC Operations Center. It is assumed the quarterly data link test will only verify a link can be established and that software verification will not be part of this test. Software verification is covered under the initial site ERDS data link acceptance tests and by the ERDS data link configuration management program described below. D) Data Link Software Configuration Management To assure the integrity of the ERDS data link software after the initial site acceptance tests, the Software Quality Assurance Plan established for the Critical Functions Monitoring System will be modified to require coordination with the NRC of any changes to CFMS software and/or data point library which impact the data link software.

Changes to the data point library which impact the ERDS data link will be communicated to the NRC via the established data point library reference file form.
