Ml 49201 * (517) 788-0550 December 12, 1989 Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 DOCKET 50-255 -LICENSE DPR-20 -PALISADES PLANT -ADMINISTRATIVE PRIMARY TO SECONDARY SYSTEM LEAKAGE OPERATING CRITERIA (TAC NO 69344) Consumers Power Company letter dated November 3, 1989, provided our current plans to proceed with Plant operation at 80 percent of rated power until replacement of both steam generators in the fall of 1990. Additionally we noted that an administrative limit of 0.05 gallons per minute (gpm), primary to secondary system leakage, would continue to be imposed during Plant operation.

At this time, we intend to proceed with this administrative limit, and further will impose the following criteria should primary to secondary system leakage be realized:

1. The calculated primary to secondary system leakage in the steam generator shall not exceed 0.05 gpm for any period of steady state operation greater than 24 consecutive hours. 2. During periods of startup or major load changes when the leakage ment sensitivity is reduced, the calculated leakage shall not exceed 0.1 gpm for any period greater than 24 consecutive hours. 3. Power shall be reduced in 10 percent increments down to 50 percent of rated power if the calculated primary to secondary system leak rate exceeds 0.04 gpm for an 8 hour9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> period. 4. Sampling frequency for leakage identification shall comply with existing Technical Specifications.

The Operations Manager may require more frequent samples based on sample analysis results. These administrative criteria are similar to those which were employed prior to the planned Plant shutdown on October 1, 1989. \ r*Nliclear Regulatory Commission Pa1isades Plant Sys Leakage Operating Criteria December 12, 1989 provide considerable margin to the 0.3 and 0.6 gallon per minute leakage 2 limits for the respective steady-state and transient Plant operational conditions permitted by Plant Technical Specification 3.1.5.d. While changes to these criteria are not expected, deviations will be presented to NRC staff prior to implementation.

While Consumers Power Company does not believe any supplemental steam generator eddy current examinations resulting from primary to secondary system leakage will be required prior to the steam generator replacement outage, as a gency we are currently evaluating potential inspections plans. These plans will be submitted to the NRC for information within ten working days of returning the Plant to service, but not later than January 10, 1990. Within this submittal we will additionally provide justification supporting an exemption from the steam generator tube wastage inspections required by Technical Specification 4.14. This inspection is required to begin prior to July 4, 1990. Based on past Technical Specification inspection results and the short period of time between July 4, 1990 and the planned steam generator replacement outage, approximately two (2) months, we do not believe the required inspection to be prudent or necessary.
