The attached proposed change to Palisades Technical Specification

4.7 provides

requirements for periodic station battery service and discharge tests. A frequency of once each refueling cycle (approximately 18 months) for the service test, and once every three refueling cycles for the discharge test is proposed.

This frequency allows the test to be performed during scheduled refueling shutdowns, precluding the potential for plant shutdown solely to perform the service and discharge tests at specified 18 and 60 month intervals, respectively.

The current requirements of Technical 4.7.2 (a) and (b) provide timely indication of battery cell degradation prior to failure. The addition of battery service and discharge tests at the frequency specified therefore, is adequate to determine total battery capability.

Please be advised that this proposed change revises and completely replaces an earlier. proposed change on battery surveillance which was submitted on March

  • 14, 1983. Consequently, we hereby request withdrawal of the Mar.ch 14, 1983 submittal from further NRC consideration.

Director, NRR Palisades Plant PROPOSED TSCR -STATION BATTERY May 13, 1985 2 proposed change will be implemented during the forthcoming refueling outage, currently scheduled for iate 1985. A battery service test and a discharge test were* performed on each station battery during the last refueling outage, in December, 1983. Pursuant to 10CFR170.21, a check.in the amount of $150 is attached.
