~'vATTACHMENT GL88-05PROGRAMInresponsetoGenericLetter88-05St.LuciePlantisrevisingitsprogramfordealingwithReactorCoolantSystem(RCS)leaks.Currently, St.Lucieperformsleakinspections aftertheRCShasbeenopenedformaintenance orforrefueling.

Thisprogramwillbeexpandedtoincludeinspections thatmaybedoneatpowerorafterreactortrips.Aprocedure willbewrittentoimplement theseadditional inspections andisexpectedtobeinplacebyJuly15,1988.Responses for,thespecificgenericletteritemsareasfollows:Theprogramshouldincludeadetermination oftheprincipal locations where,leaksthataresmallerthantheallowable technical specification limitcancausedegradation oftheprimarypressureboundarybyboricacidcorrosion.

Particular consideration shouldbegiventoidentifying thoselocations whereconditions existthatcouldcausehighconcentrations ofboricacidonpressureboundarysurfaces.

ResponseITheprinciple locations whereleakagecoulddegradetheRCSpressureboundarywillbeidentified.

Theselocations willbeincludedinthenewprocedure.

2~Theprogramshouldincludeprocedures forlocatingsmallcoolantleaks(i.e.,leakageratesatlessthantechnical specifications limits).Itisimportant toestablish thepotential pathoftheleakingcoolantandthereactorpressureboundarycomponents itislikelytocontact.Thisinformation isimportant indetermining theinteraction betweentheleakingcoolantandreactorcoolantpressureboundarymaterials.

ResponseTheprocedure willincludeactionstobetakenintheeventofanindication ofanRCSleak(e.g.,sumplevel,flow,leakrate)inconjunction withanunexplained increaseincontainment airborneactivity.

Areassusceptible toboricacidcorrosion willbeidentified.

EJW88-05.GL 3.Theprogramshouldincludemethodsforconducting examinations andperforming engineering evaluations toestablish theimpactonthereactorcoolantpressureboundarywhenleakageislocated.Thisshouldincludeprocedures topromptlygatherthenecessary information foranengineering evaluation beforetheremovalofevidenceofleakage,suchasboricacidcrystalbuildup.ResponseAnexamination methodwillbeprovidedintheaboveprocedure.

Itwillcontainthenecessary requirements (leakrates,temperatures, pressures, boricacidsamples,affectedequipment, etc.)forengineering evaluations.

Engineering procedures currently existwhichprovideforevaluations ofnon-conformances suchasthosewhichmightresultfromRCSleaks.4~Theprogramshouldincludecorrective actionstopreventrecurrences ofthistypeofcorrosion.

Thisshouldincludeanymodifications tobeintroduced inthepresent.designoroperating procedures oftheplantthat(a)reducetheprobability ofprimarycoolantleaksatthelocations wheretheymaycausecorrosion damageand(b)entailtheuseofsuitablecorrosion resistant materials ortheapplication ofprotective coatings/cladding.

ResponseCorrective actionsarecoveredundercurrentplantprocedures.
