FACILITY: SUBJECT: UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 February 24, 2016 FirstEnergy Nuclear Operating Company Perry Nuclear Power Plant, Unit 1 SUMMARY OF FEBRUARY 9, 2016, PUBLIC TELECONFERENCE CALL WITH FIRSTENERGY NUCLEAR OPERATING COMPANY REGARDING UPCOMING PERRY NUCLEAR POWER PLANT, UNIT 1 LICENSE AMENDMENT REQUEST TO REVISE TECHNICAL SPECIFICATIONS FOR SUPPRESSION POOL WATER LEVEL AND SUPPRESSION POOL MAKEUP SYSTEM (CAC NO. MF7237) The U.S. Nuclear Regulatory Commission (NRC) conducted a Category 1 public teleconference call with representatives of FirstEnergy Nuclear Operating Company (FENOC, the licensee) on February 9, 2016. The purpose of the call was to discuss the upcoming Perry Nuclear Power Plant, Unit 1 license amendment request to revise its technical specifications (TSs) to permit drain down of the reactor cavity portion of the upper containment pool during MODE 3. A list of attendees is enclosed. The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under accession number ML 16039A340. The meeting notice is also posted on the NRC public website. Enclosures 1 and 2 are the meeting agenda and attendance list for the meeting, respectively. FENOC's presentation slides are available at ADAMS Accession No. ML 16047A133. Summary of Teleconference Call: On February 9, 2016, staff from the NRC conducted a public teleconference call with representatives from FENOC to discuss an upcoming license amendment request associated with the TSs for suppression pool water level and the suppression pool makeup system. During the meeting, FENOC stated that it wants to revise its TSs to permit drain down of the upper containment pool (UCP) during MODE 3 in order to allow certain outage-related activities to commence earlier than currently allowed. These activities are currently restricted to MODE 4. The licensee explained that in order to accommodate the drain down of the UCP, it will install a reactor cavity gate between the steam dryer storage pool and the reactor cavity. In addition, the water levels in the UCP and the suppression pool will be increased. FENOC proposes to revise TS 3.6.2.2 and 3.6.2.4 to state what the required water levels must be with the reactor cavity gate installed and not installed. Additionally, FENOC proposes to add a new special operations TS 3.10.9, "Suppression Pool Makeup-MODE 3 Upper Containment Pool Drain Down," to state the requirements for when Limiting Conditions for Operation (LCOs) 3.6.2.2 and 3.6.4.2 can be suspended during MODE 3, and include a graph that will depict the acceptable range of water level in the suppression pool above the suppression pool floor relative to the UCP water level above the cavity floor.

-2 -The NRC staff asked several clarifying questions about the reactor cavity gate and the water levels in the UCP and the suppression pool, which accident scenarios were evaluated relative to availability of the suppression pool, and whether various aspects of the Grand Gulf and Clinton precedent amendments have been explored for the Perry amendment request. The staff recommended that FENOC look at the two precedent amendments and for operating experience regarding the use of the graph showing the acceptable range of water level during UCP drain down prior to its submittal, which is anticipated in mid-March. No regulatory decisions or commitments were made during the meeting. The public was invited to observe the meeting and was given an opportunity to communicate with the NRC during the public meeting before adjourning.
