Dear Mr. Heflin:

By letter dated August 3,2012 (Agencywide Documents Access and Management System (ADAMS) Accession No, ML 12221A 190). Union Electric Company (the licensee) submitted the Physical Security Plan. Revision 10. for Callaway Plant, Unit 1. The enclosure to the letter contained Safeguards Information and has been withheld from public disclosure.

The U.S. Nuclear Regulatory Commission (NRC) staff is currently reviewing the submittal to ensure compliance with Title 10 of the Code of Federal Regulations (10 CFR), Section 50.54(p)(2), The NRC staff has determined that additional information, as requested in the enclosure, is needed to complete its review. Please provide a response to the questions within 30 days of the date of this letter. The NRC staff considers that timely responses to requests for additional information help ensure sufficient time is available for NRC staff review and contribute toward the NRC's goal of efficient and effective use of NRC staff resources.

SO-483 By letter dated August 3, 2012 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML 12221A190), Union Electric Company (the licensee) submitted the Physical Security Plan (PSP), Revision 10, for Callaway Plant, Unit 1. The U.S. Nuclear Regulatory Commission (NRC) staff has determined that additional information is necessary to complete its review of the submittal in accordance with Title 10 of the Code of Federal Regulations (10 CFR) SO.54(p)(2).

Please provide a response which addresses the following questions. In section 11.1 of the PSP, the licensee describes Owner Controlled Area (OCA) barriers at the site. Please describe how the intrusion detection equipment described in section 11.1 meets 10 CFR 73.SS(i) requirements.

Please describe any equipment that is relied on for assessment and detection of this barrier. Also, please clarity if the equipment described in this section is tested, calibrated, maintained, and compensated for in accordance with 10 CFR 73.SS(n)(1)(i), (n)(1)(v), and (0). Additionally, the NRC staff recommends that the licensee make appropriate changes during the next revision of the site's PSP to ensure the language clearly describes the OCA barrier in accordance with 10 CFR 73.SS(e)(1)(ii) and 10 CFR 73.SS(n)(1)(ii).
