PageIof8ATTACHMENT1St.LucieUnits1and2EngineeringResponsetotheNRCEvaluationofFPLR.G.1.97ReportBackroundOnDecember17,1982,NRCissuedGenericLetter82-33(Reference1)toalllicensees.Inthatletter,NRCrequiredthatalllicenseesofoperatingreactors,applicantsforoperatinglicensesandholdersofconstructionpermitsprovideanevaluationoftheconformanceoftheirplant(s)toRegulatoryGuide(RG)1.97,Rev.2(Reference2).InFPLlettersdatedDecember30,1983(Reference3)andNovember30,1983(Reference4),FPLprovidedtherequiredevaluationsforSt.LucieUnits1and2respectively.TheseevaluationswereperformedagainsttherequirementsofR.G.1.97Rev.3(Reference5)whichwasissuedsubsequenttoGenericLetter82-33.InanNRCletterdatedApril25,1985(Reference6),thestaffprovidedaninterimreportonSt.LucieUnits1and2'sconformancetoR.G.1.97.Thereport,whichwaspreparedbyEGRGIdahoforNRC,onlyaddressesexceptionstakentotheguidanceofR.G.1.97.DiscussionNRC'sletterdatedApril25,1985requestedthattheapplicantreviewthestaff'sreportofR.G.1.97andidentifyanyincorrectassumptionsorcommitmentsthatmaybebeyondthescopeofpreviousFPLresponsesThefollowinginformationisprovidedinresponsetoeachoftheopenitemsidentifiedinthestaff'sSER.(Refertosection3.3oftheNRCreport.)3.3.1NeutronFlux(ItemB-1)DuringthelastrefuelingoutageforSt.LucieUnit2,twocompletelyqualified'postaccidentmonitoringchannelsforthisvariablewereinstalled.ThesenewchannelscomplywiththerequirementsofR.G.1.97forbothrangeandqualification.TherevisedR.G.1.97reportforSt.Lucie2reflectsthesechanges.St.Lucie1isscheduledtoinstalltwonewneutronfluxmonitoringchannelsbytheendofthenextrefuelingoutage.ThesechannelswillcomplywiththerequirementsofR.G.1.97Rev.3.FPLconcludesthatUnit2isinfullcompliancewith1.97forthisvariableand'thatUnit1willcomplybytheendofthenextrefuelingoutage.

~~Lv~4~1~fll'flt~'t)N.1Ve Page2of8RCSSolubleBoronConcentration(ItemB-3)R.G.1.97recommendscontinuousreadinginstrumentationwitharangeof0to6000PPMforthisvariable.FPLtakesexceptiontothisrequirement.Instrumentationisprovidedthatcoversrangesof0to2050PPM(Unit1)and0to1250/5000PPM(Unit2)forthisvariable.Inaddition,boronconcentrationcanalsobemeasuredbygrabsamplingandbypostaccidentsampling.EGRGidentifiedthatthisexceptionwasbeyondthescopeoftheirreviewandisbeingaddressedbyNRCaspartofthereviewofNUREG-0737,ItemII.B.3"PostAccidentSampling".FPLnotesthattheNRChasapprovedthePostAccidentSamplingSystem(PASS)forSt.LucieUnit1(Reference7)and2(Reference8)withtheexceptionoftheCoreDamageAssessmentProcedure,whichwasapprovedonaninterimbasis.AfinalCoreDamageAssessmentprocedurehasbeenapprovedforSt.LuciePlantbythestaff(Reference9).FPLconcludesthatsincethePASSforbothSt.Lucie1R2hasbeenfoundacceptabletoNRC,thedeviationsfromR.G.1.97forthisvariableareacceptable.RCSHotLandColdLWaterTemerature(ItemsB-5andB-6)R.G.1.97recommendsRCShotlegandcoldlegtemperatureinstrumentationwitharangeof50oFto700oF.ForSt.LucieUnit1,FPLprovidesinstrumentationwitharangeof212Fto705oF.St.LucieUnit2complieswiththerequirementsofR.G.1.97.FPLbelievestheexistinginstrumentationforSt.Lucie1isadequateforitsintendedfunction.ThepurposeofRCShotandcoldlegtemperatureindicationistodetermineRCSfluidtemperatureandtoassurecoreheatisbeingremovedbyassuringaCLtbetweenhotandcoldlegtemperatures.FortemperatureswheretheRCStemperatureisbelow350oF,theShutdownCooling(SDC)Systemwouldbeinoperation,takingsuctionfromthehotlegs(normal)orthecontainmentsump(postLOCA)anddischargingintotheRCSattheoutletoftheReactorCoolantpumps.InthisinstanceotherinstrumentationisavailabletodetermineRCStemperaturesasdiscussedbelow.WhentheshutdowncoolingsystemisinoperationhotlegtemperatureswouldbecloselyrepresentedbytheCoreExitThermocouples(CETs),whichhavearangeof32oFto2300oF.Thisinstrumentation,whichispartoftheInadequateCoreCoolingSystem(ICCS),isfullyqualifiedforpostLOCAenvironment.SincetherangeoftheCETsoverlapstherequiredrangeforRCShotlegtemperature,newhotlegRTD'sarenotrequired.WhenSDCisinoperation,coldlegtemperatureswouldbecloselyrepresentedbySDCtemperatureelementTE3351Y(locatedontheLPSIheader)whichprovidescontrolroomindication(TR-3351).Thisinstrumenthasarangeof0to400oF,whichoverlapstherangerecommendedforthecoldlegRTDs.Becauseotherinstrumentationisavailablefordetermininghotandcoldlegtemperaturesbelow212oF,expandedrangeforthehotandcoldlegRTDsisnotrequired.

00~'II4~ll 4(%Page3of83.3.43.3.5RCSPressure(PressurizerPressureItemB-7)tR.G.1.97recommendsprovidinginstrumentationwitharangeof0-4000psigforthisvariable.FPLprovidesinstrumentationwitha=rangeof0-3000psig,whichisadequatetomonitorallexpectedRCSpressuresbasedonplantaccidentanalysis.ThisdeviationisconsideredacceptablependingresolutionofATWS.FPLwilladdresstheATWSissuewhenresolutionis'completedbytheCombustionEngineeringOwnersGroup(GEOG).ContainmentIsolationValvePosition(ItemB-14)3.3.6AcceptabletoNRC.RadioactivitConcentrationorRadiationLevelinCirculatinPrimarCoolantItemC-2InFPL'sresponsetoR.G.1.97(Reference3,4),weidentifiedthisitemasanareaforadditionalstudy.FPLhascompletedafeasibilitystudyandmarketresearchwhichhasdeterminedthatdetectionsystemscurrentlyonthemarketcannotprovidetheoperatorswithunambiguousinformationconcerningtheconditionofthefuelcladding.Therefore,webelievethatdetectionoffuelcladdingfailureismorepreciselydeterminedbyobtainingaprimarycoolantgrabsample.ThiscapabilitypresentlyexistsatSt.LucieUnitNos.1dc2inthePost-AccidentSamplingSysteminaccordancewithrequirementsandguidancediscussedinNUREG-0737"ClarificationoftheTMIActionPlanRequirements."3.3.7Therefore,FPLproposestoemploythegrabsamplingcapabilitiesofthePost-AccidentSamplingSystemtocomplywiththeintentofReg.Guide1.97,Rev.3forthisvariable.AccumulatorTankLevelandPressure(ItemD-3)R.G.1.9?recommendslevelinstrumentationwitharangeof10-90%foraccumulatortanklevel.ForSt.Lucie1,FPLdeviatesfromthisrequirementbyprovidinglevelinstrumentationwitharangeof20-60%.AtSt.Lucie1,tomaintaintheTechnicalSpecificationrequiredlevelintheSafetyInjectionTanks(SITs,akaaccumulators),theHiandLowalarmsetpointsaresetonly3%apart.Thisis396oftheexistingnarrowrangedifferential.Expandingtherangewilldecreaseaccuracycausingoperatingdifficultyandalarmrecognitionproblemswithoutanytangiblebenefits.Fortheabovereason,FPLconsiderstheexistingrangeonthisinstrumentationadequateforitsapplication.Inaddition,R.G.1.9?recommendsthatSITlevelandpressureinstrumentationbeenvironmentallyqualified.FPLtookexceptiontothisrequirementinouroriginalR.G.1.97submittalsforSt.LucieUnits1and2.Thestaffhasidentifiedthatforenvironmentalqualification,R.G.1.97hasbeensupersededby10CFR50.49.

gs~-calfi00ah'fP'fI'ffIff1'klIIif'wcf$(~f'llI4II~l~~afIiI,IIh'1'if'gl Page4of8TheSafetyInjectionTanksarepassivesafetydeviceswhosesafetyfunctionistorefloodthereactorcorefollowingtheblowdownphaseofalargebreakLossofCoolantAccident(LOCA).FourSITsareconnectedtotheRCS,onetoeachcoldleg.BetweentheRCSandSITispipingcontainingonelockedopenmotoroperatedvalveandonecheckvalvetopreventbackflowofreactorcoolantintotheSIT.FollowingtheblowdownphaseofaLOCA,thecontentsofeachSITareinjectedintotheRCSbytheexpansionofthepressurizedN2covergasovereachSIT.TheSITpressureandlevelinstrumentationfunctiontoprovideoperatorinformationsothatsufficientwaterandpressurizedgascanbemaintainedineachSITintheeventofaLOCA.ShouldaLOCAoccur,theSITlevelandpressureinstrumentationwouldprovidenoinformationfromwhichanyoperatoractionscouldbetaken,toensure:(i)theintegrityofthereactorcoolantpressureboundary,(ii)thecapabilitytoshutdownthereactorandmaintainitinasafeshutdowncondition,and(iii)thecapabilitytopreventormitigatetheconsequencesofaccidentsthatcouldresultinpotential'ffsiteexposurescomparabletothe10CFRPart100guidelines.SincetheSITsareatotallypassivesystem,properoperationofthetankswilloccurwithoutoperatorinterventionshouldRCSpressurefallbelowSITpressure.3.3.8Fortheabovestatedreasons,environmentalqualificationofeitherSITlevelorpressureisnotrequiredpertherequirementsof10CFR50.49.RefuelinWaterStoraeTankLevel(ItemD-8)3.3.9AcceptabletoNRC.PressurizerLevel(ItemD-11)InouroriginalsubmittalsonR.G.1.97forSt.LucieUnits142(Reference3and4),FPLidentifiedthattheinstrumentationfordeterminingpressurizerlevelisnarrowrange.Thisreferredtotheinstrumentcalibrationrangeof175"to349"W.C.differentialpressure,whichcorrespondstowiderangepressurizerlevelwhenthepressurizerisat650oF(i.e.,hotcalibratedinstrumentation).FPLconcludesthatwiththeaboveinstrumentationforpressurizerlevelmeetstheintentofR.G.1.97requirements.3.3.10PressurizerHeaterStatus(ItemD-12)R.G.1.97recommendsthatpressurizerheatercurrentindicationbeprovidedinthecontrolroom.Thisinstrumentationisrecommendedtoassureoverloadingofadieselgeneratorwillnotoccur.FPLprovides lli1I4'gI(f44(5N4~~

~~Page5of83.3.11pressurizerheatercurrentindication,butforUnit1thisinstrumentationislocallyindicated.Unit1,however,isprovidedwithControlRoomindicationofpressurizerheaterkilowatts.SincethisisamoredirectindicationofapossibleDGoverloadcondition,Unit1complieswiththeintentofR.G.1.9V.uenchTankLevel(ItemD-13)3.3.12AcceptabletoNRC.uenchTankTemerature(ItemD-14)AcceptabletoNRC3.3.13SteamGeneratorLevel(ItemD-16)R.G.1.9Vrecommendswiderangeinstrumentation(tubesheettotheseparators)beprovidedforthisvariable.FPLprovidesredundantqualifiedinstrumentationforsteamgeneratorlevel,howeveritisnarrowrange.Awiderangenon-safetychannelisavailableandmeetstherecommendedrange,butitisnotCategory1instrumentation.FPLconsiderstheexistinginstrumentationatSt.Lucietobeadequateforitsintendedfunction.R.G.1.97requirescertaininstrumentationto"provideinformationrequiredtopermittheoperatortotakepreplannedmanualactionstoaccomplishsafeplantshutdown"(i.e.,accidentidentificationandmitigation)andtodetermineifsystemsimportanttosafetyareperformingtheirintendedfunction(i.e.,availabilityoftheSGsasheatsinks).Lowsteamgeneratorlevelisanindicatorofanumberofpossibleevents;includingaMainSteamLineBreak(MSLB),LossofFeedwater(LOFW)andLossofLoad(LOL)events.Foreachoftheseevents,however,thequalifiedSGpressureinstrumentationmustbeusedforidentificationofthespecifictransient.TheaccidentanalysesinChapter15oftheFinalSafetyAnalysisReports(FSAR)forbothSt.LucieUnits1and2addresstheseevents.Inallcases,nooperatoractioniscreditedduringthefirstminutesofanevent.Automaticactionswillprotecttheplantuntiltheoperatorcanidentifytheevent,usingtheexistinginstrumentation,andtakeappropriateaction.TheavailabilityoftheSGsasheatsinksisdeterminedfromSGpressure.OtherinstrumentationavailabletodetermineSGavailabilityaretheauxiliaryfeedwatersystempressureandflowinstrumentationandthemainfeedwaterflowinstrumentation.ThisadditionalinformationissufficienttoassessSGavailabilityasaheatsinkfortheRCS.FPLconsiderstheexistinginstrumentationadequateforitsfunction.

~>>0~44I~>>,)VV"I)4'>>44)JJV<>>IV')4)tS>u4~~4h"VV)V'4)1V>>gVVS)I4~J>>I"*4)Vg)~~I4~'II'VVJ'4I."4)JIV Page6of83.3.14Safet/ReliefValvePositionsorMainSteamFlow(ItemD-18)R.G.1.97recommendsthattheinstrumentationprovidedtomonitorthisvariablebeenvironmentallyqualified.FPLprovidesinstrumentationwithproperrangeandthatispartiallyqualified,butnotfullyqualifiedforin-containmentpost-accidentoperation.ThemainsteamflowinstrumentationatSt.Lucieprovidesbothoperatorindicationandinputtothefeedwatercontrolsystemandturbinerunbackcalculator(Unit1).Nosafetygradefunctionsareoperatedfromthisinstrumentation.TheintentoftheR.G.1.97requirementforthisinstrumentationistoprovideindicationofapossiblemisoperationofamainsteamsafetyorreliefvalve.Themisoperationofareliefvalvewouldresultinahighsteamflowconditionwhichwouldbeidentifiedbythemainsteamflowinstrumentation.Sincethemainsteamsafetiesareoutsidecontainmentandthemainsteamflowinstrumentationisinsidecontainment,noenvironmentalqualificationconcernispresent.ForaMSLBinsidecontainment,theenvironmentalqualificationofthemainsteamflowinstrumentationwouldbechallenged.However,forthiseventthisinstrumentationwouldprovidenoinputtoanysafetysystem.OperatoridentificationandsafetysystemactuationforaMSLBinsidecontainmentisprovidedbysteamgeneratorpressureandlevelandbycontainmentpressure.SinceotherinstrumentationisprovidedwhichwouldprovideinformationofaMSLBinsidecontainment,FPLconsiderstheexistinginstrumentationadequateforitsintendedfunction.3.3.15MainFeedwaterFlow(ItemD-19)ThisitemwasidentifiedasbeingacceptabletoNRC.Thedesignmainfeedwaterflowis5.85x10lb/hr,whichwouldrequirea0to6.4x106lb/hrinstrumentrange.Theexistingrangeisclosetotherequiredrangeandwilladequatelymonitoroperationofthissysteminpost-accidentconditions.ThisisanacceptabledeviationfromR.G.1.97.3.3.16HeatRemovalBtheContainmentFanHeatRemovalSstemItemD-23R.G.1.97recommendsthattheinstrumentationprovidedforthisvariablebeenvironmentallyqualified.FPLhastakenexceptiontothisposition,sincetheseinstrumentsperformnosafetyfunctionduringorafteranaccident.Duringadesignbasisevent(LOCAorMSLB),allfourcontainmentfancoolersreceiveastartsignalandremainoperationalduringtheevent.ContainmentHeatRemoval,whichisthesafetyfunctionofthecontainmentfancoolers,isdirectlyindicatedbycontainmentatmospheretemperatureinstrumentation.Sincethecontainmentatmospheretemperatureindicationisfullyqualifiedandprovidesthenecessaryinformationoncontainmenttemperature,qualifiedcontainmentfancoolerRTDsarenotrequired.
