THERMAL SHIELD REC 0VERY PROGRAM - FINAL CORE SUPPORT BARREL INSPECTION REPORT (POST - CYCLE 6)

We have completed our review of your April 25, 1986 submittal on the above subject. Based upon the review, we conclude that you have completed your commitment to perform a near-term inspection, and that the next inspection of the repaired areas can coincide with the scheduled inservice inspection of the reactor vessel. Our safety evaluation is enclosed.

We note that you have completed the required reactor vessel examination for the first 10 year inspection interval, and the next scheduled examination

could occur toward the end of the second 10 year inspection interval. As you know, your first 10 year inspection interval ends in early 1988. Therefore, it could be quite some time before another detailed examination of the core support barrel (CSB) occurs. In this connection, we recommend that you evaluate the feasibility of performing an in place visual examination of any accessible repaired area of the CSB to the extent that this examination can be accomplished without defueling the entire reactor core. A conservative schedule for performing this limited examination, provided access is available, would be a refueling outage within a 4-6 year period from the last inspection. Although our recommendation is not a requirement, we consider a limited examination, if feasible, a prudent course of action to follow.

We also note that your Technical Specifications (TS) contain requirements which address core barrel movement (T.S. 3/4 4.11). As you know, the thermal shield

, and the CSB were found to have extensive damage at the end of Cycle 5. The most significant damage appeared to have occurred during Cycle 5. The basis statement for the core barrel movement TS states that this specification is provided to ensure early detection of excessive core barrel movement, if it should occur. In this regard, we recommend your consideration of either improving the quality of this Technical Specification or the deletion of it, if warranted in your opinion.
