PLANNED REGION II SITE TEAM PARTICIPATION IN YOUR-ST. LUCIE EMERGENCY EXERCISE This is to request your. cooperation in Region II's participation in your upcoming emergency exercise.

Region II is planning to test a portion of the Incident Response Plan during your St. Lucie Emergency Exercise. The planned Region II participation is a-full response by the Base Team and partial participation of the Site Team consisting of the Site Team Leader / Director of Site Operations, the Emergency Response Coordinator, Safeguards Coordinator, Government Liaison Coordinator, Public Affairs Coordinator, and limited response fcm the Reactor Safety and Protective Measures Teams, and the Resident Inspectors.

The personnel participating at your site would be pre-placed such that their arrival could be coordinated with the rapidly moving and often condensed time lines of an exercise scenario. It appears that approximately 16 personnel will participate from the Region II office, not including the Resident Inspectors.

You are reminded of the need to protect your scenario and exercise objectives from disclosure to participants by addressing them to Chief, Emergen'cy Preparedness Section at the letterhead address "to be opened by addressee only."

We would appreciate your cooperation in the coordination of certain aspects of your scenario with Region II in light of the Region .II participation.

Mr. T. Decker will be contacting your staff in the near future to discuss details of the Region II participation in the' exercise.
