Docket Nos. 50-335 50-389 Mr. C. O. Woody Group Vice President Nuclear Energy Florida Power and Light Company P. O. Box 14000 Juno Beach, Florida 33408-0420

Dear Mr. Woody:

SUBJECT:

ST. LUCIE VITAL EQUIPMENT This is in response to your letter of May 26, 1987, which transmitted changes to the Physical Security Plan for the St. Lucie Plant. Review responsibility for this submittal was transferred to NRC Headquarters from Region II on June 24, 1987.

The change to your Physical Security Plan which downgrades vital equipment is deemed to decrease the effectiveness of your Security Plan and therefore unacceptable under the provisions of 10 CFR 50.54(p). Accordingly, you are to follow your previously approved plan in regard to these items. Resubmit corrected plan pages as necessary to maintain plan continuity.

If you want to pursue this matter further, our regulations require that you submit an application for a license amendment pursuant to 10 CFR 50.90.

Sincerely, Herbert N. Berkow, Director Project Directorate II-2 Division of Reactor Projects - I/II Office of Nuclear Peactor Regulation cc: See next page DISTRIBUTION:
