Petitioners, Seacoast Anti-Pollution League (SAPL) and the New England Coalition on Nuclear Pollution (NECNP), seek to intervene in the issuance of a license amendment for the Seabrook j i

Station, Unit No. 1, (Seabrook) operated by North Atlantic Energy j

Service Corporation (NAESCO). The amendment would revise technical specifications on the frequency of surveillance requirements to accommodate 24-month fuel cycles that are currently performed at 18-month or other specified outage intervals. SAPL's and NECNP's requests for intervention in this proceeding are made in an August 18, 1998 letter to the licensing board in another Seabrook proceeding concerning steam generator tube inspection. .SAPL and.NECNP have advised in its letter that intervention in this proceeding may not be necessary if surveillance issues for a 24-month fuel cycle are allowed in the steam generator tube

Because that board (which is made up of the same Panel members as this board) will soon determine whether surveillance contentions should be allowed, we have decided that in order to spare time and expense for the parties, that staff and NAESCO should not file responses to the SAPL/NECNP petition 4
