-Public Service Electric and Gas Company P.O. Box236, Han cocks Bridge, NJ 08038 609 339-4800 Nuclear MAR 3 0 1987 NLR-N87052 United States Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 SUBMITTAL OF SALEM UNIT NO. 1 INSERVICE TESTING PROGRAM FOR THE SECOND TEN YEAR INSPECTION INTERVAL, VOLUNTARY UPDATING OF SALEM UNIT NO. 2 INSERVICE TESTING PROGRAM FOR THE SECOND TEN YEAR INSPECTION INTERVAL SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 Pursuant to the requirements of 10' CFR 50. 55a ( g) ( 4) (ii), the Salem Unit No. 1 Inservice Testing Program for the second ten year inspection interval is attached for your review. The 1983/Summer of 1983 Addenda of Section XI of the ASME Code was used in the development of this submittal.

The second ten year inspection interval begins July 1, 1987 and ends June 30, 1997. Also included for your review is an update of the Salem Unit No. 2 Inservice Testing Program using the 1983/Summer of 1983 Addenda of Section XI of the ASME Code. The submittals for the two units are essentially the same with the exception of some differences in valve indications.

The differences between the Salem Unit 1 and Salem Unit 2 valve lists is included on an attached sheet to facilitate your review. As Salem Unit No. 2 is not formally on the same inspection interval as Salem Unit No. 1, we are requesting relief from 10 CFR 50.55a (g)(4)(i) to allow the inspection interval start and end dates for both Salem units to coincide.

This relief is being requested to provide for consistent programs between the Salem units which will facilitste administrative and training functions.

This relief will also update the Salem Unit No. 2 Inservice Testing Program to current Section XI requirements, which places the program in line with new regulatory and code philosophies. ,j

  • Document Control Desk 2 MAR 3 0 1987 Both of these new IST program submittals will be implemented, provided the relief request for Salem Unit No. 2 is approved, as of July 1, 1987 with the exception of ASME Section XI, Paragraph IWP-4120 which states "The full range of each instrument shall be three (3) times the reference value or less." Currently, a large majority of the gauges used in the pump testing program comply with the 1974/Summer of 1975 Addenda of Section XI of the ASME Code, Paragraph IWP-4111, which states "The full scale range of each instrument shall not be greater than four (4) times the reference value." We are requesting a transition period of 6 months from the start date of the second ten year inspection interval (January 1, 1988) to allow additional time for procurement and installation of new gauges. Your cooperation in this matter is appreciated.
