Docket Nos. 50-361 and 50-362 Special Report: Unusual Environmental Event 30-Day ~ollow-up Written Report San Onofre Nuclear Generating Station (SONGS), Units 2 and 3 Gentlemen:

In accordance with Section 4.1 of Appendix B to Facility Operating License Nos. NPF-10 and NPF-15 for San Onofre Nuclear Generating Station (SONGS) Units 2 and 3, this letter provides the required 30-day written report for an occurrence involving an unusual environmental event. An example of an unusual event provided in Section 4.1 is the mortality of any species protected under the Endangered Species Act. On July 24, 2006, Southern California Edison (SCE) discovered a dead pelican inside the protected area. At approximately 1130 PDT, SCE confirmed that the bird was a brown pelican and protected by the Endangered Species Act. SCE notified the California Department of Fish and Game of the discovery at about 131 5 PDT and US. Fish and Wildlife Service at about 1335 PDT. SCE reported that the bird was entangled in razor wire (used for plant security).

At this time, no corrective actions are planned. On July 26, 2006 at about 0940 PDT, the U.S. Fish and Wildlife Service authorized SCE to bury the animal. SCE also provided a four-hour report to the NRC on July 24, 2006, in accordance with 1 0CFR50a72(b)(2)(xi) for notification to another government agency. The telephone report also satisfied the 24-hour reporting requirement contained in Appendix B, Section 4.1 of the SONGS Units 2 and 3 Operating Licenses.
