Dear Sir or Madam:
Offsite Dose Calculation Manual (ODCM), Section 5.1.1, Action b for San Onofre Units 2/3 Facility Operating License Nos. NPF-10 and NPF-15 requires a 30-day written report if the radioactivity in an environmental sampling medium exceeds the reporting levels of Table 5-2 when averaged over any calendar quarter.
On 3-23-2011 the REMP (Radiological Environmental Monitoring Program) local leafy crop sample collected from the SONGS garden (0.4 mile,Sector R) yielded a quarterly average result greater than the ODCM reporting level. This sample result is one and the same as the quarterly average because this sample was the only local crop indicator sample collected during the first quarter 2011 . No local fleshy sample was available for first quarter 2011 . The control samples for leafy and for fleshy crops (one each) also contained detectable levels of 1-131 in the first quarter 2011 samples.

Document Control Desk Apr; 1 27, 2011 Prior REMP sample results have not consistently detected the presence of these isotopes in local crop samples. The quantities of radioactive airborne effluents from San Onofre Units 2 and 3 during 2010 did not increase overall compared to year 2009. Weekly REMP air samples during March 2011 also contained detectable levels of 1-131, Cs-134, and Cs-137. The atypical detection of 1-131 in both indicator and coritrollocal crop samples is credibly attributed to the trans-Pacific transport of airborne releases from Dai-Ichi following the March 11, 2011 .
Tohoku earthquake and is not related to the operations of ~ONGS.
