In accordance with Section 4.1 of Appendix B to Facility Operating License No.

NPF-10 and NPF-15 for San Onofre Nuclear Generating Station (SONGS) Units 2 and 3, this letter provides the required 30-day written report for an occurrence involving an unusual environmental event. An example of an unusual event provided in Section 4.1 is the unusual occurrence of any species protected under the Endangered Species Act.

On Monday, March 19, 2007, at approximately 1500 PDT, Southern California Edison (SCE) discovered an injured pelican in the circulating water pump area of Unit 3. It was determined to be a brown pelican, protected by the Endangered Species Act.

SCE notified the U.S. Fish and Wildlife Service of this discovery at about 1540 PDT. At about 1800 PDT, the bird was transferred to the care of the Pacific Wildlife Center in Orange County for evaluation and treatment.

At 1735 PDT, SCE provided a 4-hour report to the NRC in accordance with 10CFR50.72(b)(2)(xi) for notification to another government agency. This telephone report also satisfied the 24-hour reporting requirement contained in Appendix B, Section 4.1 of the SONGS Operating License.

SCE did not determine the cause of the pelican's injury. Since this occurrence appears to be an isolated case and does not appear to be related to plant operation, no corrective actions are required at this time.
