In accordance with Section 4.1 of Appendix B to Facility Operating License Nos.

NPF-10 and NPF-15 for San Onofre Nuclear Generating Station (SONGS) Units 2 and 3, this letter provides the required 30-day written report for an occurrence involving an unusual environmental event. An example of an unusual event provided in Section 4.1 is the mortality of any species protected under the Endangered Species Act.

On Tuesday, January 18, 2005, at approximately 0840 PST, Southern California Edison (SCE) discovered a dead pelican within marine waste that was being held at the offsite Mesa facility while awaiting disposal. At about 0900 PST, SCE confirmed that the bird was a brown pelican and protected under the Endangered Species Act. SCE notified the U.S. Fish and Wildlife Service (USFWS) of this discovery at about 0920 PST.

Subsequently, the USFWS authorized SCE to dispose of the animal.

On January 18, 2005, at 1223 PST, SCE provided a 4-hour report to the NRC in accordance with 10CFR50.72(b)(2)(xi) for notification to another government agency.

The telephone report also satisfied the 24-hour reporting requirement contained in Appendix B, Section 4.1 of the SONGS. Units 2 and 3 Operating Licenses.

Document Control Desk February 9, 2005 SCE did not determine the cause of the pelican's death. Since this occurrence does not appear to be related to plant operation, no corrective actions are appropriate at this time.
